  • Background The World Food Programme (WFP) is strengthening its privacy governance framework to ensure responsible, transparent and accountable processing of personal data across its global operations. Protecting personal data is not only a legal and ethical obligation, but also a strategic enabler of the Executive Directors priorities. Robust data protection safeguards are essential to ensure the responsible use of AI to maximize operational efficiency, to confidently engage with new partners and expand WFPs fundraising horizons, and to work more closely and securely with other UN agencies and external partners in an increasingly interconnected environment. Strong privacy foundations also uphold WFPs duty of care, ensuring that the personal data of the people we serve, as well as that of our own staff, is handled with the highest standards of protection. The establishment of a Privacy Board Policy is a strategic component of this governance model, ensuring independence and enabling structured oversight, decision-making and risk assessment related to personal data processing. The Consultant will support the Global Privacy Office (GPO) in designing, drafting and finalizing this policy in alignment with WFPs Privacy Framework and international best practices.
  • Objectives of the Assignment The objective of this consultancy is to lead and coordinate all activities required to conceptualize, draft, and deliver a comprehensive Privacy Board Policy for WFP. The consultant will ensure that the policy is operationally feasible and fully aligned with WFPs internal governance structures. It is noted that completion of the final Board Policy will extend beyond the duration of this assignment.
  • Responsibilities and Key Tasks Lead and manage all activities related to the development of the Privacy Board Policy. Draft the roadmap, the policy including the governance structure for data protection and privacy, mandate, governance model, membership, decision-making processes, roles and accountabilities and oversight bodies, Conduct the appropriate consultations, workshops and interviews with key stakeholders, internally and externally as required Benchmark privacy governance models across UN agencies, INGOs, and private sector. Ensure alignment of WFPs Privacy Framework and subsequent with WFPs Strategic Plan. Prepare final documents, annexes, ToRs, workflows, presentations and supporting tools. Present drafts and final policy to senior management for endorsement.
  • Key Deliverables Inception Note & Roadmap: Methodology, workplan, stakeholder mapping Benchmarking Report: Analysis of governance models, existing policies, and recommendations 1st Draft Policy: Initial full draft for consultation 2nd Draft Policy: Revised draft after stakeholder review Final Policy: Final version for endorsement Supporting Tools: ToRs, workflows, templates
  • Key Performance Indicators (KPIs) Timely submission of all deliverables as per workplan. Quality of policy drafts meeting GPO and stakeholder expectations. Stakeholder satisfaction with consultation process. Accuracy and completeness of benchmarking findings. Clarity and feasibility of proposed governance model. Positive feedback from senior management on final policy.
  • Qualifications and Experience Advanced degree in Law, Public Policy, International Relations, Data Protection or related field. Minimum 10 years of experience in governance, policy development or regulatory compliance. Experience in policy design, consultation processes and bridging bottom to top/top to bottom policy making. Experience with UN frameworks, privacy governance models. Strong drafting, analytical and facilitation skills.
  • Reporting Lines The consultant will report directly to the Director of the Global Privacy Office.
  • Duration and Location The consultancy will last 11 months and will be based at WFP Headquarters in Rome.
