PATHs Center for Vaccine Innovation and Access brings together our expertise across every stage of the long and complex process of vaccine research, development, and delivery to make lifesaving vaccines widely available to children and communities across the world. CVIAs current portfolio encompasses more than two dozen vaccines either in development or already in use to protect against 15 different diseases. Our focus is on vaccines to address the leading diseases that claim childrens lives worldwide: pneumonia, diarrheal disease, and malaria; as well as other global health priorities, such as polio and meningitis. We work in partnership with national health ministries, pharmaceutical manufacturers, donors, international financing and regulatory organizations, and many others. PATH has led numerous global partnerships, including the award-winning Meningitis Vaccine Project and the Malaria Vaccine Initiative , which helped develop the first malaria vaccine candidate recommended for pilot implementation.

PATH is currently recruiting a Finance and Contracts Administration Officer ba sed in Nigeria to support its vaccine introduction and technical assistance projects in the country . The Finance Officer will manage the administrative, contractual, and financial requirements of the projects within their portfolio .

Responsibilities:

Financial:

Manage financial aspects of project portfolio including (but not limited to) monitoring project expenses against donor and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, and correcting budget and coding problems in a timely manner .

Work with project team leaders/activity leads to develop annual budgets that support annual work plans, and input budgets into Business World.

Meet regularly (at least quarterly) with project team leaders/activity leads to review expenses against budget and update budget projections. Revising budgets in Business World accordingly.

Meet regularly with project Financial Lead er(s) to provide updates to major changes in workplans that impact budget.

Develop and implement financial tracking systems, conduct financial analyses, prepare financial forecasts and annual financial reports to donors, and advise project Financial Leader (s) and project teams on financial resources.

Review monthly expense reports; analyze variances between actual expenses and budget estimates. Ensure that any necessary reclasses are made.

Manage project financial transactions such as purchases, subordinate agreement payments, and other cost reimbursements.

Provide budget and charge code details to project teams, as well as programmatic and organizational teams as needed.

Work with PATH Revenue & Reporting team and Project Financial Leader(s) to ensure timely and accurate financial reports to the donor.

Contract ual :

Manage or oversee management of all contractual responsibilities (subordinate agreements) that fall under the a ssigned project portfolio , including (but not limited to) collaborative agreements, subagreements , subcontracts, purchase orders, work orders, and consultant agreements.

In keeping with programmatic and organizational guidance , facilitate and contribute to the development and negotiation of project subordinate agreements, including review of scopes of work, leading the development and negotiation of financial terms, and input into payment and deliverable schedules of project subordinate agreements.

Using PATHs best practices develop tracking and monitoring systems to ensure timely receipt of all deliverables, adherence with terms of all agreements, and timely payments to subrecipients.

Ensure project records are accurate and complete , and in compliance with programmatic , or ganizational, and donor requirements .

Contribute to logistical coordination of project-sponsored meetings and conferences, including handling of cash payments to participants in accordance with PATH policy and procedures.

Orient technical staff on projects contractual, financial, and administrative systems/tools, and provide periodic updates on the same.

S erve as resource to ensure compliance of project teams with PATH and donor requirements.

Backstop other project and finance staff during planned leave as appropriate .

S upport cost proposal efforts as assigned .

Maintain in-depth understanding of PATH policies and procedures and donor rules and regulations.

Serve as project team contact for administrative and financial matters with other PATH teams, external collaborators and donors as required .

Other duties as assigned.

Required Skills and Experience:

Bachelor’s degree, plus at least 5 years of experience in administrative management function, including financial management and budget development required ; may be an equivalent combination of education and experience.

Experience with non-profit administration preferred.

International work or study experience a plus.

Team-focused with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.

Skilled at creating structure and driving toward goals within an ambiguous environment.

Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience.

Proficien t with MS Office software.

Effective project management skills including experience with project management tools and coordination systems. Experience with MS Project and Smartsheet a plus.

Demonstrated financial management and budgeting skills.

Excellent organizational skills and able to work independently with minimal supervision.

Demonstrated ability to work well in team environment with program and technical staff.
