Job Summary

Position Title: Procurement Officer Global Health Security (GHS)

Project: EpiC Global Health Security (GHS) Mozambique Location: Maputo (Central Level), with frequent travel to focus provinces Reports to: Enterprise Service Finance Manager Works closely with: Technical Leads, Finance, Operations, Logistics, and Sub-partners

Position Summary

The Procurement Officer Global Health Security (GHS) serves as the lead procurement focal point for all GHS-related goods and services under the EpiC project in Mozambique. The position is responsible for the effective planning, coordination, and execution of procurement activities supporting laboratory system strengthening, outbreak preparedness and response, biosafety and biosecurity, surveillance, and provincial GHS implementation.

This role requires demonstrated experience in procuring specialized laboratory equipment (including human and veterinary laboratories), diagnostic reagents, consumables, and emergency response supplies. The position also requires strong knowledge of importation procedures into Mozambique, including management of U.S. Government (USG) tax-exempt status, customs clearance processes, and coordination with freight forwarders.

Given the emergency preparedness and response nature of the GHS portfolio, the Procurement Officer must be able to manage urgent and time-sensitive procurements while ensuring full compliance with FHI 360 policies, USG regulations, and national legal requirements.

Key Responsibilities

Procurement Planning and Execution

Serve as the primary procurement focal point for all GHS-related procurements.

Translate approved workplans and budgets into procurement plans and tracking tools.

Execute end-to-end procurement processes in accordance with FHI 360 and USG regulations.

Procure laboratory equipment (human and veterinary), diagnostic reagents, laboratory consumables, biosafety materials, surveillance tools, outbreak response supplies, and other technical commodities as required.

Emergency and Outbreak Response Procurement

Lead and coordinate urgent procurement actions during outbreak response or public health emergencies.

Apply expedited procurement mechanisms, as permitted under policy, while ensuring documentation and compliance standards are maintained.

Monitor supply availability and anticipate risks related to emergency response commodities.

Coordinate closely with technical and operations teams to ensure timely delivery to affected provinces.

Technical Coordination

Work closely with technical teams to clarify technical specifications, quantities, quality standards, and delivery timelines.

Ensure procurements align with laboratory standards, biosafety requirements, and national guidelines.

Support market research and vendor identification for specialized laboratories and veterinary commodities.

Importation and Customs Management

Manage importation processes into Mozambique, including preparation and submission of USG tax-exempt documentation.

Coordinate with customs brokers, freight forwarders, and relevant government authorities.

Track shipments and proactively address clearance delays or compliance risks.

Ensure accurate recordkeeping for audit and reporting purposes.

Compliance and Documentation

Ensure all procurements comply with FHI 360 policies, USG rules and regulations, and Mozambican national laws.

Maintain complete and audit-ready procurement files.

Monitor procurement timelines and flag risks or delays, proposing mitigation measures to management.

Support internal and external audits as required.

Required Quelifications and Experience

Bachelors degree in supply chain management, Logistics, Business Administration, Procurement, or a related field.

Minimum of 35 years of relevant procurement or logistics experience, preferably within donor-funded programs.

Demonstrated experience procuring laboratory equipment, diagnostic reagents, medical supplies, or veterinary commodities.

Experience managing importation into Mozambique, including USG tax-exempt imports.

Working knowledge of USG procurement regulations and compliance requirements.

Strong organizational, planning, and coordination skills.

Ability to manage multiple priorities under tight deadlines.

Strong communication and interpersonal skills.

Fluency in Portuguese required; working proficiency in English preferred.

Preferred Experience

Experience supporting outbreak response or emergency preparedness procurements.

Familiarity with veterinary laboratory systems and/or One Health programming.

Experience supporting sub-grantees or implementing partners.

Experience working with Government of Mozambique institutions and regulatory authorities.

Knowledge of cold chain logistics for laboratory reagents or biological materials.

Travel Requirements

Occasional to frequent in-country travel to provinces to support procurement coordination, inspections, supplier verification, and emergency response deployments.
