Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox’s Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
The Senior CP Manager will liaise with Child Protection coordinator to provide technical leadership and oversight across all CP programming in IRC Bangladesh; will conduct regular technical visits to CP teams working in all program areas to ensure that interventions are technically sound, in-line with international standards, and appropriately meet the needs and priorities of children, adolescents, and caregivers in target communities. This position is responsible for programmatic resource mobilization and advocacy related to IRCs CP programming and overall strategic direction of the CP program.

Highlights of Key Responsibilities
Program Management and Support :
Jointly with Protection Coordinator-CP, develop new concept notes, and proposals which are technically sound.
Take part in regular Project Cycle Meetings, including inception meetings, Project implementation meetings, closure meetings, lesson learn meetings etc. for technical oversight.
Ensure that the implementation team is fully oriented on the project design, activities, LFA, budget and other pertinent details.
Jointly with Protection Coordinator-CP to develop capacity building plan on various aspects of CP and ensure implementation of the same.
Lead the development, monitoring, and management of the child protection program budget, ensuring alignment with organizational priorities and compliance with donor requirements and financial policies.
Lead strategic engagement with implementing partners, ensuring alignment with child protection objectives, providing technical support, and monitoring performance to uphold quality standards and accountability.
Provide strategic oversight of budget planning, monitoring, and forecasting, ensuring effective utilization of funds, timely burn-rate analysis, and alignment with approved workplans and donor requirements.
Ensure strong financial controls and compliance, including regular review of expenditures, coordination with finance teams for accurate financial reporting, and mitigation of financial risks in line with organizational and donor policies.
Technical Oversight & Support:
Seek guidance from Protection Coordinator-CP, and Technical Advisors based at regional level, Lead on, and provide technical oversight, advice, and guidance on, all aspects of the CP programming, ensuring high quality in-line with standard methodologies and international standards.
In coordination with the MEAL coordinator, ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
Ensure regular collaboration and communication with other units and functions including Health, Womens Protection & Empowerment (WPE), Education, and Protection and Rule of law to ensure integrated programming components are highly functional and grounded in standard methodology across both sectors.
Program Development:
Contributes to the review of child protection strategy ensuring processes that incorporate input from CP field teams, other sectors, and key external partners.
Contributes to the development and implementation of the overall country program strategic direction.
Undertakes continued assessment of external context and factors in to inform and update strategy and program.
In coordination with the Grants Coordinator, contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into consideration before submission.
Contributes to and sign MoU with strategic partners (implementing partner; technical partner etc.) for potential collaboration and take part in partnership assessment process (due diligence) to select optimum partners.
Coordination, Representation and Advocacy:
Coordinates with the Protection Coordinator-CP to participate in and contribute to coordination meetings and working groups, specifically the CP sub-sector coordination group and other related task forces.
Strategically build strong working alliances with other international and national actors/organizations working on CP related advocacy.
Develops and maintains effective working relationships with other key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors, maintaining IRC as a key contributor to addressing CP issues in the crisis.
Dedicatedly seek to establish and develop partnerships and collaborate with the national entities working for child rights and initiatives to strengthen the response for child rights and safety.
Ensures IRCs active contribution in all coordination forums at local level (sub districts and camps).
Other:
Consistently and promptly monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
Take on other duties assigned by the supervisor to enable and develop IRC programs
Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
Major Challenges/ Difficulties of This Role
Building the capacity of CP team as the situation evolves.
Demonstrate strong technical leadership in coordination forums and in partnerships where other agencies may need significant technical mentorship and support to meet standards.
Experience
Minimum 7 to 8 or more years of experience in Child Protection
Experience in directly supporting child survivors of violence
Competencies: Knowledge, Skills & Abilities
Previous experience in emergency preparedness and response as well as development context.
Demonstrated coordination, networking and relationship building skills with key partners including government, donors, INGOs, national and local organizations, UN agencies…
