Job Summary
This is a unique opportunity to join a pool of expert Evaluation Specialists who will be deployed as consultants to various entities within the UN Secretariat. The role is designed to bolster the UN’s internal evaluation capabilities, particularly for smaller units that lack dedicated capacity. As a consultant from this Generic Job Opening (GJO), you will be responsible for conducting independent and impartial evaluations of a wide range of UN activities, including projects, programmes, sub-programmes, strategies, and thematic topics. You will manage the entire evaluation process, from designing the methodology and inception report to collecting and analyzing data, and finally, presenting findings and actionable recommendations to senior management.

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesias Law. Position Purpose The Monitoring, Evaluation, Reseach, Learning and Adaptation (MERLA) Officer is responsible for supporting the effective implementation of monitoring, evaluation, research, and learning across Yayasan IPAS Indonesias projects. This position focuses on routine data management, data quality assurance, and the development and maintenance of data visualization and dashboards to support program tracking, performance analysis, and reporting. S/he plays a key role in ensuring timely, accurate, and consistent data entry and validation in organizational data systems, supporting CSO partners and IPAS team in routine data recording and reporting, and contributing to the documentation and synthesis of learning and evidence to inform program improvement. This position works under the guidance of the MERLA Advisor and collaborate closely with MERLA Specialist, projects teams and units in Yayasan IPAS Indonesia to support donor reporting, internal learning, and accountability. Summary of Responsibilities Program Implementation: Review, verify, and enter routine activity data into Terra (Ipas global M&E system) and other appropriate data management systems in a timely manner Develop, maintain, and update data visualization and dashboard to support progress tracking and performance analysis against targets Support the implementation of data quality assurance processes and ensure consistency with Ipas global standards for RM&E (Research, Monitoring & Evaluation) Provide technical support and training to Yayasan IPAS sites teams and partners in routine data recording and reporting, and basic data quality practices Coordinates with in-country team members to validate results in donor reports Support monitoring, evaluation and research activities, including assistance in study design, development of data collection tools, data analysis, interpretation, dissemination of findings, and preparation of literature reviews and bibliographies Support organizational learning activities by assisting in the documentation and synthesis of findings and lessons learns to inform program improvement, as required Finance: Understand and comply with the Finance regulation in Yayasan IPAS Indonesia for all the activities HR & Administration Understand and comply with the HR regulation in Yayasan IPAS Indonesia Collaborate with other teams in Yayasan IPAS Indonesia Ensure all activities comply with the regulation in Yayasan IPAS Indonesia Ethics Understand and practice ethical process and behavior as per the organization’s standard Contribute to safe working environment where every team member is treated equally and respectfully Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan IPAS Indonesia Other Carry out other tasks to support Yayasan IPAS Indonesias MERLA efforts. Internal & External Customers / Suppliers as well as Third Parties Collaborate with other unit advisors, managers, project coordinators and officers for successful project implementation. Ensuring all project activities and its external partners comply with Yayasan IPAS Indonesia’s branding strategy and design. Maintain mutual relationships with partners and other stakeholders through representation of Yayasan IPASs mission to uphold womens and girls rights to quality SRH. When deemed necessary, represent the project at provincial and district level coordination meeting with relevant stakeholders to ensure incorporation of Ipas objectives into the discussion Position Requirements Bachelors degree in public health, statistic or related field, with min of 3 years of experience supporting monitoring, evaluation and research in public health programs in Indonesia. Masters degree is an advantage. Experience in working for government health system strengthening would be preferred. Strong data management skills, including data verification, cleaning, validation, and documentation Demonstrated experience in developing and maintaining data visualizations or dashboards to support routine monitoring, reporting, and performance tracking. Experience with statistical analysis computer packages (e.g., STATA, SPSS, SAS, EpiInfo) Experience with digital platforms or mobile based data collection (e.g., ODK or similar tools) Experience working with databases or organizational data systems; familiarity with relational databases is an asset. Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint. Experience supporting monitoring, evaluation, or research activities, including assistance with data collection tools, analysis, interpretation, and documentation of findings. Basic understanding and experience in qualitative research is an advantage.
