SOMMAIRE Le mecanisme RRM Niger, finance par la DG ECHO, vise a fournir une reponse rapide, flexible et coordonnee aux populations nouvellement deplacees ou affectees par des chocs soudains. Le consortium RRM regroupe plusieurs ONG internationales et nationales, appuyees par une cellule de coordination chargee de : (i) harmoniser les approches, (ii) assurer une gestion contractuelle coherente, (iii) faciliter le suivi des performances, (iv) garantir la conformite technique, administrative et financiere aux exigences ECHO, (v) renforcer les capacites des partenaires nationaux. Dans ce cadre, le/la Manager Grants & Partenariats – RRM joue un role cle pour : (i) soutenir la gestion des relations contractuelles avec les ONG membres du consortium, (ii) centraliser et consolider les rapports, (iii) coordonner la relation bailleur. Le/la Grants & Partenariats Manager est responsable de tous les aspects grants et partenariats du Consortium RRM ECHO, incluant : (i) la gestion du cycle contractuel, (ii) la consolidation des rapports narratifs et financiers, (iii) la conformite aux exigences ECHO, (iv) la coordination du suivi des partenaires, (v) lanimation du cadre de partenariat, (v) lappui au developpement de propositions et damendements, (vii) la gestion documentaire. Il/elle travaille etroitement avec : les responsables programme et MEAL des ONG membres, les equipes finances du consortium et des partenaires, le/la Coordinateur
- trice du Consortium RRM, la Senior Manager Partenariats IRC Niger le point focal ECHO. PRINCIPALES RESPONSABILITES : A. Gestion des subventions (Grants Management) Assurer la gestion complete du cycle de subvention RRM, de la contractualisation jusqua la cloture. Veiller au respect strict des exigences ECHO en matiere de reporting, suivi operationnel et gestion financiere. Developper les amendements, extensions, modifications de budgets et autres requetes bailleur. Preparer les briefings bailleur et appuyer la preparation des visites de suivi ECHO. Gerer la base documentaire grants : contrats, annexes, rapportages, correspondances officielles. Mettre a jour le grant tracker du consortium et alerter sur les echeances critiques. B. Coordination du partenariat au sein du Consortium RRM Rediger et gerer les accords de partenariat, MoU et leurs amendements. Faciliter la coherence des approches entre partenaires : outils RRM, SOP, formats, standards qualite. Organiser les reunions mensuelles de suivi du consortium et assurer les comptes rendus. Suivre la mise en uvre du cadre de partenariat base sur les principes degalite et de redevabilite mutuelle. Organiser et coordonner les sessions de renforcement des capacites des ONG partenaires. C. Suivi, reporting et consolidation Assurer la collecte, la revision et la consolidation des rapports narratifs mensuels et trimestriels. Coordonner avec les equipes finances pour consolider les rapports financiers. Sassurer de la qualite, de lexactitude et de la coherence des donnees transmises par les ONG membres. Preparer les rapports integres destines a ECHO dans le respect strict des echeances. D. Coordination inter-agences et communication bailleur Servir de point focal Grants/Partenariats aupres dECHO sur les aspects contractuels et administratifs. Representer le consortium dans les reunions techniques pertinentes (clusters, RRM working groups…). Contribuer a la capitalisation des lecons apprises, analyses de contexte et recommandations strategiques. E. Appui strategique Contribuer au developpement de nouvelles propositions RRM ou multi-bailleurs. Appuyer l’identification de nouveaux partenaires nationaux et le renforcement du leadership local. Assurer la coherence entre les documents strategiques du consortium et la vision RRM nationale.
