OBJECTIVE OF THE OFFICE/DEPARTMENT This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) Contractual Agreement: Non-Staff – International PAHO Consultant Job Posting: March 4, 2026 Closing Date: March 19, 2026, 11:59 PM Eastern Time Primary Location: Off Site Organization: RRF Regional Revolving Funds Schedule: Part time PURPOSE OF CONSULTANCY This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

  • PAHOs Revolving Funds (RRF) have been supporting Member States in strengthening systems for the supply of medicines and other health technologies. The main technical cooperation activities have focused on developing strengthening plans based on evidence generated through in-situ characterization exercises with key stakeholders at various levels of the health system, as well as on the use of different strategies and tools, such as the Maturity Model.
  • The consultancy focuses on strengthening public supply systems for medicines and other technologies in PAHO Member States and territories DESCRIPTION OF DUTIES: CONSULTANT TERMS OF REFERENCE PAHO STRATEGIC FUND (RRF/SF) IPC Strengthening of public supply systems for medicines and other technologies in the Member States of the Region of the Americas PAHOs Revolving Funds (RRF) have been supporting Member States in strengthening systems for the supply of medicines and other health technologies. The main technical cooperation activities have focused on developing strengthening plans based on evidence generated through in-situ characterization exercises with key stakeholders at various levels of the health system, as well as on the use of different strategies and tools, such as the Maturity Model. During the last biennial period, the RRF has focused on digitalizing its operations. Among other efforts, the online platform QuantMET has been developed as a meeting point for Member States to plan needs using morbidity- and population-based methods. The consultancy focuses on strengthening public supply systems for medicines and other technologies in PAHO Member States and territories. This includes processes related to selection, needs estimation/quantification, procurement, contracts with suppliers, storage and distribution, rational use, pharmaceutical and techno vigilance, logistics, health information systems, human resources strengthening, regulatory frameworks, and governance of national systems. Priority will be given to the Strategic Fund’s planning and demand consolidation processes to improve operational flow. Products or Deliverables 1. ARV Decentralized Quantification Honduras, including advanced disease (procurement plan proposal/workshop document/mission report). 2. ARV Decentralized Quantification Guatemala, including advanced disease (procurement plan proposal/workshop document/mission report) 3. Two online training courses in selected countries, divided by subregions: Central and South America. 4. Two inperson workshops on centralized ARV estimation with 4 countries each (including advanced disease) (procurement plan proposal/workshop document) 4. Strengthening of pharmaceutical management systems of public health interest in Colombia (including a visit to a department facing greater challenges prior to the workshop to develop the strengthening plan with the Ministry of Health and Social Protection. A preparation period is required to address the requirements of the visit and the workshop for the construction of the strengthening plan, concluding with a final report). 5. Conduct country mission to support priority supply chain system strengthening activities focused on areas such as quality assurance systems (e.g., MQAS/GSDP), good storage and distribution practices, pharmaceutical, and cold chain services, with mission countries selected based on Member State requests. The potential expected frequency is one mission per quarter; the cadence will flex based on country demand, urgency, and implementation readiness; likely candidates include Paraguay, Bolivia, Ecuador, Venezuela, El Salvador, Guatemala, Nicaragua, Honduras, Panama, and other LAC Member States as requested 6. The list of deliverables may be adjusted to the evolving needs of the RRF as directed, with corresponding changes to the timeline and payment terms reflected accordingly. Education and Experience Licensed pharmacist, specialist in medicine and other health technology management systems. Postgraduate training in quality management and continuous improvement is desirable. ISO certification or equivalent. Deep knowledge of the PAHO QuantMet platform. At least 10 years of relevant professional experience in consultancy, preferably in the Region of the Americas, in at least five different countries, and across other areas of the supply cycle. Clinical experience is desirable. Availability and flexibility to travel. Pay rate: IPC Daily Rate is $258 (Band B). The contract duration is 8 to 11 months. Payments by installments.
