Org. Setting and Reporting

UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Corporate Services Division is the guardian of UNEP’s corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. It oversees UNEP’s efficient and effective management, in line with UNEP’s accountability requirements, rules, regulations and UN core values. This post is located at the Procurement and Partnerships Unit, Corporate Services Division (CSD) of UNEP at the Nairobi duty station. Procurement and Partnerships Unit provides seamless integration in operational areas which support and enhance programme delivery on behalf of CSD. Under the supervision of the Head of Procurement and Partnerships Unit, the incumbent will be responsible for the following duties:

Responsibilities

  • Plans, develops and manages all procurement and contractual aspects of requests from the United Nations Environment Programme, taking into account service provision arrangements and other conditions.
  • Advises requisitioning units and recipient entities in various locations on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle.
  • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations.
  • Liaise and cooperate with service providers on various procurement requests.
  • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
  • Establishes and maintains work programme and schedule for ongoing contracts and newly planned ones.
  • Leads corporate procurement planning activities.
  • Develops training and knowledge sharing sessions and delivers capacity building sessions on procurement.
  • Coordinates with UNEP service providers on procurement and monitors procurement assignments and KPI compliance of Service Level Agreements.
  • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of goods and services.
  • Identifies new technologies and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement programme.
  • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations.
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, training material, etc.
  • Provides guidance to, and may supervise, new/junior staff.
  • Conducts risk assessments and due diligence reviews and prepares assessment reports on the selection of implementing partners.
  • Supports the implementing partner assessment and monitoring framework activities on procurement in coordination with the Head of Unit.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Competencies
  • PROFESSIONALISM: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services. Knowledge of contract law and expertise in handling complex contract issues. Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of issues/problems. Education Advanced university degree (Masters degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Job – Specific Qualification Professional certification in supply chain such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) is required. Work Experience A minimum of five (5) years of progressively responsible experience in procurement, contract management, procurement related to the implementing partners, contract administration or logistics and supply chain management or related area is required. A minimum of two (2) consecutive years of experience in conducting international tender exercises to award contracts, during the last five years is required. Experience in reviewing procurement plans and conducting due diligence for implementing partners is required. Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics procurement, and/or supply chain management that enable easy communication/interpretation by the users is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat.
