Qualifications
- Academic Qualifications: Advanced university degree in economics, finance, international relations, or a related area.
- Academic Qualifications: The consultant must have at least 2 years of experience in policy analysis, project management, and analytical work on financing for development related issues.
- Academic Qualifications: The consultant has demonstrated experience in organizing international meetings, conducting research, drafting policy papers, programme proposals, and capacity development materials.
- Academic Qualifications: The consultant has experience providing strategic advice and policy analysis on issues related to development finance, climate finance, and sustainable development to international organizations, governments, and non- governmental organizations.
- Academic Qualifications: The consultant must have experience in working on energy transition and energy transition financing related issues.
- Academic Qualifications: Specialization on stakeholder engagement with member States, governments, non-governmental organizations, and international organizations and the OECD is highly desirable..
- Fluency in English is required.
- Language: Knowledge of Indonesian, Filipino and/or Vietnamese is desirable..
Skills
- Provide analysis on the topic of Energy Transition Financing in Asia and the Pacific
- Develop briefing papers and/or analysis that aim to improve the integration of climate finance, and specifically energy transition finance, on the stocktaking of the Addis Ababa Action Agenda and leading issues arising towards FfD4.
- Provide strategic advice to the project manager on matters related to maximizing ESCAPs project outcomes, foster relations with government counterparts and development actors, and analysis on Energy Transition Financing topics
- Finalize the Bespoke Philippine Volume on Financing the Energy Transition based on the existing work from 2024
- Advice on how to work with the Philippine government’s CREZ plans and how these can be supported by ESCAP, given the initial engagement of ESCAP on the topic in September and December 2025
- Provide strategic advice on how to integrate the FET Workstream 2024 and 2025 to the anticipated scope for 2026 and the expanding work on energy transition within FFDS
- Provide Monitoring and Evaluation support for project proposals and division-related matters B. Provide overall coordination for the Financing Energy Transition workstream. The specific activities include:
- Develop a project management tracker that will organize the deliverables of the workstream for the following years
- Lead on developing programme plans that will implement the deliverables of the FET 2024 project into a 2025 and/or 2026 Financing Energy Transition. Workstream areas of work
- Lead planning of capacity building workshops, side-events, and other similar engagements for the Financing Energy Transition workstream
- Co-lead on managing the deliverables of the project team C. Foster internal and external relations of MPFD and ESCAP on Energy Transition Financing. The specific areas include
- Lead the planning and implementation of meetings and consultations with different stakeholders related to Financing the Energy Transition D. Contributes to project management, monitoring and evaluation, partnerships, and knowledge management over various MPFD programmes and projects on climate finance and development finance
