Qualifications
- Academic Qualifications: First-level university degree or equivalent in economics, public administration, infrastructure management, or related field is required A minimum of five years of professional experience in project management, development cooperation, or capacity development, preferably within the UN system is required.
- Academic Qualifications: Experience in drafting Terms of References (TORs), managing non-staff recruitment processes, and coordinating inter-agency projects is required.
- Academic Qualifications: Experience in preparing materials and coordinating virtual inception or awareness-raising sessions is required.
- Academic Qualifications: Experience in financial or budget-tracking tools for multi-partner projects is required..
- Fluency in both oral and written English is required; knowledge of another UN language is an advantage..

- During the inception period from January to April 2026, FSDO would like to engage a individual contractor to provide targeted project management and coordination support to ensure a smooth start-up of project implementation.
- The individual contractor will support the recruitment and onboarding of national consultants, prepare and coordinate introductory and awareness-raising sessions in each project country, establish a sustainable budget tracking system that ensures continuity and a smooth handover after the consultancy concludes, and support the finalization of administrative and financial cooperation arrangements with project partners.
- Work assignment Under the supervision of the Senior Economic Affairs Officer, International Tax and Development Cooperation Branch (FSDO/DESA), the individual contractor will: a.
- Recruitment and Onboarding Support – Draft and finalize Terms of Reference (TORs) for national consultants in the six project countries, ensuring consistency with project objectives and log-frame outputs. – Support staff in recruitment and selection of national consultants, – Prepare onboarding materials for national consultants, providing clear guidance on deliverables, reporting requirements, coordination mechanisms, and project timelines. b.
- Liaison with project partners – Support the finalization of the financial and implementation agreements between UN DESA and UNOPS, ensuring clarity on budget allocations, reporting lines, and deliverables. – Coordinate regular planning and monitoring meetings with partners and ensure consistency between financial, programmatic, and reporting processes. c.
- Monitoring and Reporting – Develop simple templates for tracking activities, outputs, and expenditures, aligned with the projects logical framework. – Prepare a concise inception-phase report summarizing progress in administrative setup, recruitment, coordination with UNOPS, and results from introductory sessions. – Ensure the handover of all tools, documentation, and expenditure-tracking systems to FSDO staff..
