Job Summary
This is a unique opportunity to join a pool of expert Evaluation Specialists who will be deployed as consultants to various entities within the UN Secretariat. The role is designed to bolster the UN’s internal evaluation capabilities, particularly for smaller units that lack dedicated capacity. As a consultant from this Generic Job Opening (GJO), you will be responsible for conducting independent and impartial evaluations of a wide range of UN activities, including projects, programmes, sub-programmes, strategies, and thematic topics. You will manage the entire evaluation process, from designing the methodology and inception report to collecting and analyzing data, and finally, presenting findings and actionable recommendations to senior management.

Qualifications
- Academic Qualifications: An advanced university degree (Master’s or Doctorate degree, or equivalent) in environmental sciences, environment engineering, or social sciences is required.
- Academic Qualifications: A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- Academic Qualifications: A minimum of 7 years of technical / evaluation experience is required, including evaluating large, regional or multi-country or global programmes and using a Theory of Change approach and Systems Thinking approach.
- Academic Qualifications: A good understanding and knowledge of mercury reduction initiatives, gold sector, or environmental governance, and policy frameworks (e.g.
- Academic Qualifications: Minamata Convention) including experience with artisanal and small-scale mining (ASM) and hazardous chemicals such as mercury is desired.
- Academic Qualifications: Working knowledge of the UN system and specifically the work of UNEP is desirable..
- Language: English and French are the working languages of the United Nations Secretariat.
- Language: For this consultancy, fluency in English is a requirement and proficiency in Spanish, and French and is desirable..
Skills
- preliminary desk review and introductory interviews with project staff;
- draft the reconstructed Theory of Change of the project and or systems framework;
- prepare the evaluation framework;
- develop the desk review and interview protocols;
- draft the survey protocols (if relevant);
- develop and present criteria for country and/or site selection for the evaluation mission;
- plan the evaluation schedule;
- prepare the Inception Report, incorporating comments until approved by the Evaluation Manager Data collection and analysis phase of the Evaluation, including:
- conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
- (where appropriate and agreed) conduct an evaluation mission(s) to selected countries (2-3 countries), visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
- regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
