World Vision International Lao PDR is looking for The Project Coordinator will work within the BASIN projects to enhance economic resilience through the promotion of climate-smart agricultural practices in agri-food systems in Soukouma District, Champasak Province, Laos, and develop inclusive markets prioritizing women and marginalized groups. Project aims to tackle interconnected issues of climate change and social inequality while empowering vulnerable communities for sustainable livelihoods by collaborating with market actors on inclusive and green business models that engage poor and marginalized groups, while also building their productive capacity and enhancing womens economic empowerment.
The roles require to support the effective implementation of project activities, reaching the targeted beneficiaries, ensure the achievement of targets as per project design objectives/ indicator, build strong partnership with relevant stakeholders and building evidence-based impact.
Major Responsibilities:
Project Implementation and management
Ensure that GEDSI and child protection protocols are integrated within initiatives in their assigned communities.
Raise awareness and facilitate critical analysis of community issues and opportunities.
Mobilize local resources, community planning, participation and ownership for development initiatives.
Implementation and follow-up of project activities closely as per plan
Work closely with the WEE/ iMSD, ESCA Specialists on coordination and monitoring of activity,
Support collecting necessary document for the financial settlement.
Support on planning the project activities with detailed budget.
Track activity indicators and report it regularly (Activity Progress Report)
Ensure quality implementation of the project with the use of required tools and techniques.
Building the government counterpart’s capacity for effective implementation of project activities.
Conduct regular monitoring visits with district counterparts in project areas.
Collaboration and coordination
Liaise with Project team and technical specialists to support and ensure activities are in line with project design, WV standards and donor requirements.
Consolidate data regarding all activities implemented (use of databases), oversee project assessments and activities follow-up, in coordination with MEL team.
Submit report on activities following all required donor and Government formats
Represent WVL with GoL local authorities: oral and written reporting, respect of national guidelines.
Build close relationships and actively learn within partner communities, through home visits, staying overnight with host families, community events, etc.
Support technical specialist and project manager in the organization of the District implementation Management Committee meetings.
Communication and evidence building
Submit timely accurate and professional reports that meet donor and WV requirements.
Support project management in coordination with District level counterparts for quarterly and semi-annual project progress update meetings and DIMC meetings.
Work closely with MEL staff to ensure sectoral data collection and monitoring are effectively gathered to support reporting process responding to internal and external Donor requirements.
Support project team in producing project progress reports according to the MOU requirements and template to timely submitted to relevant counterparts and partners.
Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
Learning within community.
Facilitate community (including children and the marginalized ethnic groups) to participate in the gathering of reflection upon and learning from local information.
Participate in and support the implementation of project measurement and program/project evaluation and facilitate community learning from results.
Promote communities to share and learn from their own experiences as part of confidence and capacity building.
Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
Required Education, Professional Experience
Bachelor Degree or Diploma in relevant technical field: Rural development, agriculture, social studies etc.
Technical training and demonstrate knowledge on participatory approach and Training of Trainers (ToT)
3 to 5 years experience in rural community development.
Experience working in collaboration with District Government on coordination and implementation of activities
Experience in community mobilization, with demonstrable skills resulting in community behavior change.
Experience training and facilitations community volunteers, partners and beneficiaries.
Fluent in Lao language, Knowledge of ethnic language would be an advantage.
Ability to identify and plan work strategically to meet the deadlines.
Excellent oral and written communication skills in Lao
Ability to communicate in English language would be an advantage.
Possess strong organizational skills.
Ability to function efficiently and independently with minimum supervision.
Willingness to travel to the villages on a frequent basis.
Excellent management and administrative skills, including use of Microsoft office
Ability to work in a fast-paced environment.
Ability to ride and have a license to drive a motorcycle.
Travel and/or Work Environment
As required by the project implementation.
In good physical condition to travel to districts and reach remote villages.
Decision Making
Decisions to be made according to the Level of Authority (LOA) in consultation with the immediate supervisor.
