Job Summary

This is a unique opportunity to join a pool of expert Evaluation Specialists who will be deployed as consultants to various entities within the UN Secretariat. The role is designed to bolster the UN’s internal evaluation capabilities, particularly for smaller units that lack dedicated capacity. As a consultant from this Generic Job Opening (GJO), you will be responsible for conducting independent and impartial evaluations of a wide range of UN activities, including projects, programmes, sub-programmes, strategies, and thematic topics. You will manage the entire evaluation process, from designing the methodology and inception report to collecting and analyzing data, and finally, presenting findings and actionable recommendations to senior management.

Qualifications

  • Academic Qualifications: Demonstrated expertise in migration, regional integration, governance, and gender issues in the African context is required.
  • Academic Qualifications: Proven experience with strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing is required.
  • Academic Qualifications: Knowledge of the African Union, Agenda 2063, and Agenda 2030 is an advantage.
  • Academic Qualifications: Experience conducting evaluations of UN programmes and/or AU projects is desirable. A minimum of 10 years of proven experience in conducting complex evaluations of multi-country, multi-stakeholder development projects is required.
  • Language: English and French are the official languages of the United Nations.
  • Language: For this assignment, fluency in English is required.
  • Fluency in French or other UN or AU official languages will be a distinct advantage..
  • Managing and coordinating the data collection support team, including providing technical leadership and quality control of outputs, ensuring outputs of the support team are delivered to high standards of quality in a timely manner. iv) Making themselves available, if required, to take part in briefings and discussions, online or, if judged necessary, at ECA or other venue, on dates to be agreed, in line with the work outlined in these ToRs and to be agreed in the inception phase.

Skills

  • The Evaluator should demonstrate behavioural independence, impartiality, credibility, honesty, integrity, and accountability in conducting the evaluation to avoid bias in the findings.
  • He/she must also address in the design and conduct of the evaluation, procedures to safeguard the rights and confidentiality of information providers.
  • Ideally, and for reasons related to independence, candidates should not have been recently involved in the formulation, implementation, or backstopping of work related to this project.
