Duties and Responsibilities

This position is located in the United Nations Office on Drugs and Crime (UNODC), Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), in Dushanbe, Tajikistan. The consultant will work with the Action against Human Trafficking and Migrant Smuggling (GLOTS3) programme and the PROTECT: Improving Migration Management & Migrant Protection in Selected Silk Route Countries project, under the direct supervision of the Legal and Policy Officer and the overall substantive guidance of the Technical Cooperation (TC) Asia and Iraq Project Coordinator. UNODC is looking for a consultant to advise on the implementation of the GLOTS3 regional project activities in Central Asia, with a specific focus on several key deliverables under the Tajikistan and regional workplans. The consultant will participate in project coordination meetings, contribute to progress reports, lead arrangements for project activities, and assist in enhancing the visibility of overall project results. The consultant will work with the Action against Human Trafficking and Migrant Smuggling (GLOTS3) programme and the PROTECT: Improving Migration Management & Migrant Protection in Selected Silk Route Countries project, under the direct supervision of the Legal and Policy Officer and the overall substantive guidance of the Technical Cooperation (TC) Asia and Iraq Project Coordinator. The consultant will perform the following specific tasks:

• Lead in the launch of the regional implementation phase, including stakeholder engagement, feedback collection, and initial drafting of regional summary reports;
• Lead the execution of workshops under the regional workplan, including progress review and impact assessment activities;
• Lead the finalization of national-level implementation toolkits and the development of capacity-building training modules;
• Lead in drafting the comprehensive draft final report, final assignment report, and all endofassignment documentation;
• Lead in preparing formal handover and closure documentation at the end of the consultancy.

Qualifications/special skills

Advanced university degree (Masters degree or equivalent) in criminology, law, social sciences, education, training and development, business administration or related field. A first-level university degree in a similar discipline, combined with two additional years of relevant professional experience, may be accepted in lieu of the advanced degree. At least five years of relevant work experience at the national or international level in international development cooperation is required. Experience on the implementation of programmes or projects to prevent and combat trafficking in persons and smuggling of migrants is required; Experience in working with donor-funded programmes/ projects, as well as experience in Tajikistan and the Central Asia Region, is required. Experience working for the United Nations or other international organizations on the implementation of technical cooperation is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position fluency in English, Tajik and Russian is required. Knowledge of other official UN languages is desirable.
