Education: Bachelors degree in Business Administration, Public Administration, Public Health, Nonprofit Management, Social Work, or related field required. Masters degree preferred.
Experience: Minimum of 10 years of progressive leadership experience in health and human services, social services, or a related nonprofit sector.
Demonstrated experience managing large-scale, multi-region programs and diverse service populations.
Proven ability to lead strategic growth, operational execution, and organizational scaling. Experience with government grants, contracts, and compliance requirements preferred.
Position Summary
The Executive Vice President (EVP) of Operations supports the Presidents Office and oversees company-wide operations and strategic operational initiatives. The EVP serves as second-in-command, assuming the Presidents full authority in their absence or unavailability. This role strengthens operational continuity across the organization and establishes a clear leadership succession structure to ensure uninterrupted organizational operations.
Essential Functions and Measurable Deliverables:
Strategic Leadership and Growth 1. Partner with the President to implement and oversee the organizations strategic plan and long-term vision. 2. Translate strategic priorities into actionable plans, objectives, and key results (OKRs) with defined milestones and measurable outcomes. 3. Lead strategic initiatives that expand service delivery, geographic reach, partnerships, and funding streams. 4. Identify opportunities for innovation, new service offerings, and technology integration to support organizational growth.
Operations and Program Oversight 1. Provide executive oversight of daily operations across all programs and service lines to ensure quality, efficiency, and consistency. 2. Ensure all programs meet regulatory requirements, contractual obligations, and accreditation standards. 3. Develop, implement, and enforce organizational policies, procedures, and operational systems to ensure continuity and performance. 4. Conduct ongoing program evaluations, audits, and site visits to monitor performance and improve service delivery. 5. Identify and address systemic barriers impacting program effectiveness, efficiency, and scalability. 6. The EVP must be prepared to assume the responsibilities of Acting President and provide full organizational leadership for an indefinite period in the event the President is unavailable, on extended leave, or no longer serving in the role.
Organizational Leadership and Culture 1. Lead, mentor, and hold accountable senior leadership, including Executive Directors and Directors. 2. Foster a high-performing, mission-driven leadership culture grounded in accountability, collaboration, and inclusion. 3. Strengthen communication across departments and regions to support timely decision-making and organizational alignment. 4. Promote strong internal customer service practices and staff engagement to support retention and performance.
Financial and Resource Management 1. Collaborate with the President and finance team to oversee budgeting, financial planning, and forecasting. 2. Monitor financial performance, including review of monthly reports, and implement corrective actions as needed. 3. Ensure effective and efficient allocation of organizational resources aligned with strategic priorities. 4. Support revenue growth through grants, contracts, and strategic funding opportunities.
External Relations and Partnerships 1. Represent BCFS HHS with government agencies, funders, and community stakeholders. 2. Build and maintain strategic partnerships to expand service reach and funding opportunities. 3. Support stakeholder engagement strategies and organizational positioning within the community and industry. 4. Advocate for policies and initiatives that align with and advance the organizations mission.
Performance, Compliance, and Accountability 1. Establish and monitor key performance indicators (KPIs) to measure program and organizational effectiveness. 2. Ensure compliance with all federal, state, and contractual requirements. 3. Lead organizational risk management and accountability efforts. 4. Provide regular executive updates to the President on organizational performance, risks, staffing, and critical incidents.
Skills and Abilities Required 1. Strong knowledge of health and human services systems, funding sources, and regulatory requirements. 2. Demonstrated ability to lead large, complex organizations and multi-site operations. 3. Strategic thinker with strong operational execution and problem-solving skills. 4. Excellent leadership, communication, and interpersonal skills. 5. Ability to influence, build relationships, and engage effectively with internal and external stakeholders. 6. Strong financial acumen and data-driven decision-making ability. 7. Ability to maintain professionalism, composure, and sound judgment in high-pressure situations. 8. Other Requirements and Responsibilities 1. Pass a pre-employment drug screen and random drug screens throughout employment. 2. Provide proof of work eligibility status upon request. 3.
