Qualifications

  • Academic Qualifications: An advanced university degree (masters or equivalent) in Engineering, International Affairs, Public Administration, Environmental Management, Economy or Chemistry, or a related field is required.
  • Academic Qualifications: A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
  • Academic Qualifications: At least 7 years of professional experience in customs and excise operations, including detection of illegal trade Is required.
  • Academic Qualifications: Proven experience in the training of Customs/Enforcement Officers and Customs Brokers.
  • Academic Qualifications: Familiar with UN Environment Programmes Montreal Protocol training manuals for Customs Officers.Is Required.
  • Academic Qualifications: Technical background to review national procedures to monitor international trade of chemical substances and propose illegal trade prevention measures.
  • Academic Qualifications: Experience in working with government officers of the Latin American region.
  • Fluency in oral and written Spanish is required.
  • Language: Any knowledge of other UN language is desirable..

  • UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer.
  • That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty.
  • OzonActions Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries.
  • Duties and Responsibilities: Provide technical guidance, both remotely and face to face (if feasible), to NOUs from Honduras and Guatemala, in close coordination with the compliance assistance regional team for Latin America.
  • Specifically, the consultant will be responsible for the following actions: i.
  • Conduct training workshop (face-to-face/virtual) in Honduras for at least 50 customs, enforcement officers and importers on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria.
  • The deliverable will include a comprehensive report with the list of participants, detailed agenda, and documentation of the workshop development and outcomes. ii.
  • Prepare a thematic training proposal for customs officials from Guatemala on the control of import procedures for controlled substances and equipment containing them, including presentation material, digital technical content, and Videos (if applicable). iii.
  • Design and deliver a quick reference guide to identify refrigeration and air conditioning equipment and parts entering Guatemala, in accordance with the Harmonized System, including energy efficiency criteria, for use by customs officers and other personnel involved in equipment control. iv.
  • Prepare an assessment report on the current situation of refrigeration and air conditioning (RAC) equipment imports in Guatemala, including: Import regulations, energy efficiency and labeling requirements, identifies regulatory gaps and opportunities for improvement, and incorporates international experiences and models applicable to the country. v.
  • Conduct training workshops (face-to-face/virtual) for at least 90 customs, enforcement officers and importers from Guatemala on the effective control of imports of HCFC and HCFC-based equipment, included energy efficiency criteria.
