A PROPOS DU PAM

Le Programme Alimentaire Mondial (PAM) des Nations Unies est le laureat du prix Nobel de la paix 2020. Plus grand organisme humanitaire au monde, il sauve des vies en situations d’urgence et utilise l’assistance alimentaire pour ouvrir une voie vers la paix, la stabilite et la prosperite au profit de ceux qui se relevent d’un conflit ou d’une catastrophe ou subissent les effets du changement climatique.

CONTEXTE ADMINISTRATIF

Ce poste est a pourvoir dans le bureau pays du Senegal. Le, La titulaire sera place(e) sous la supervision directe du ou de la Charge(e) du budget et de la planification des ressources.

Le, La titulaire a ce niveau devra faire preuve de responsabilite et desprit dinitiative pour repondre en toute independance a des questions complexes alors quil, quelle ne dispose que dorientations generales. Il, Elle doit faire preuve de jugement pour gerer les imprevus au quotidien. Il, Elle aide a la gestion des ressources financieres et peut donner des orientations a d’autres membres du personnel. Il, Elle agit en tant que Charge(e) du budget et de la planification des ressources en son absence.

RESPONSABILITES SPECIFIQUES ET GENERALES (liste indicative et non exhaustive):

Examiner des propositions budgetaires, suivre et analyser la performance financiere des projets et faire des recommandations conformement aux politiques et procedures financieres et aux meilleures pratiques du PAM, afin d’appuyer l’analyse financiere et l’optimisation des ressources. Fournir une analyse approfondie des soldes des fonds et des dons en mettant en evidence les excedents et les deficits et proposer des mesures correctives, afin de contribuer a l’optimisation des ressources et de faciliter la prise de decisions. Aider a gerer les filieres d’approvisionnement pour assurer un suivi efficient permettant d’eviter les ruptures d’approvisionnement, d’y remedier le cas echeant et de maximiser l’efficacite operationnelle. Aider a la surveillance du pipeline de ressources afin de maximiser lefficacite operationnelle, en suivant les normes et les processus, et en fournissant des conseils sur laffectation des ressources en fonction de la gravite des deficits des pipelines a laide doutils de pipeline pertinents. Contribuer a l’amelioration des procedures et des systemes internes et a la conception d’outils pour faciliter la planification generale, la prevision des depenses et la gestion des budgets ainsi que le suivi de l’utilisation des ressources. Saisir les budgets previsionnels et les revisions budgetaires dans les systemes internes pour s’assurer que les donnees y sont enregistrees avec precision et en temps voulu, de facon a faciliter l’acces aux informations et a aider a la planification et a la prise de decisions. Examiner, regrouper et analyser les donnees, gerer les enregistrements et les fichiers avec precision et etablir des rapports periodiques et ponctuels, afin de garantir l’exactitude et l’efficience des informations presentees aux parties prenantes internes et externes. Maintenir la liaison avec certaines parties prenantes concernant les questions liees a la gestion des fonds des projets et les procedures y afferentes pour clarifier les ecarts eventuels et optimiser l’utilisation des ressources. Donner des orientations a d’autres membres du personnel d’appui et contribuer a leur apprentissage et a leur perfectionnement dans les domaines de la planification budgetaire, de la gestion des fonds et de la planification operationnelle, afin de favoriser la formation continue et l’harmonisation des services fournis. Appliquer les pratiques standard de preparation aux situations durgence pour verifier que le PAM est en mesure d’intervenir rapidement et de deployer les ressources necessaires dans les zones touchees des le debut des crises. Effectuer toutes autres taches requises par le superviseur.

COMPETENCES FONCTIONNELLES

EXPERIENCES SOUHAITEES

Experience dans l’etablissement et la gestion de budgets.

Experience dans la preparation de rapports danalyse requis pour la prise de decision.

Experience dans le suivi des budgets/plans de ressources/filieres/chaines d’approvisionnement.

Experience dans le traitement de questions relatives au budget/a l’allocation des fonds au sein du systeme budgetaire du PAM ou dune organisation humanitaire semblable.

Experience dans les mesures de controles internes et de conformite.

QUALIFICATIONS REQUISES

Capacite danalyse et de presentation.

Tres bonne connaissance du Pack Microsoft Office, particulierement en Excel et PowerPoint.

Esprit dequipe et dinitiative.

Experience dans lutilisation des applications et logiciels ERP serait un plus.

RESULTATS ATTENDUS

Les objectifs de ce poste sont dassurer diverses activites d’assistance specialisee permettant de planifier, de suivre et d’analyser la performance financiere des projets avec efficience pour optimiser l’utilisation des ressources financieres.

EDUCATION:

Un diplome universitaire (Licence) en administration des affaires, finances et economie ou dans dautres domaines pertinents. Le niveau academique peut etre substitue par un premier diplome universitaire avec 3 annees supplementaires dexperience professionnelle dans lanalyse financiere ou les budgets operationnels.

LANGUE :

Bon niveau en Francais et en Anglais (niveau B) requis.
