Job Summary
This is a unique opportunity to join a pool of expert Evaluation Specialists who will be deployed as consultants to various entities within the UN Secretariat. The role is designed to bolster the UN’s internal evaluation capabilities, particularly for smaller units that lack dedicated capacity. As a consultant from this Generic Job Opening (GJO), you will be responsible for conducting independent and impartial evaluations of a wide range of UN activities, including projects, programmes, sub-programmes, strategies, and thematic topics. You will manage the entire evaluation process, from designing the methodology and inception report to collecting and analyzing data, and finally, presenting findings and actionable recommendations to senior management.

Qualifications
- Academic Qualifications: Advanced University Degree (master’s degree or equivalent) in Economics, Monitoring and Evaluation, Public Policy, or related social science field is required.
- Academic Qualifications: A first-level university degree with a combination of 2 years of additional qualifying experience may be accepted in lieu of an advanced university degree.
- Academic Qualifications: At least 7 years of experience evaluating international development interventions is required.
- Academic Qualifications: Proven experience designing and leading theory-based evaluations of development interventions is required.
- Academic Qualifications: Proven experience with M&E methods, and approaches (including quantitative, qualitative, and participatory), information analysis and report writing is required.
- Academic Qualifications: Experience in Tourism studies and related areas especially within an African context, will be an advantage.
- Academic Qualifications: Experience conducting evaluations of UN programmes and projects will be an asset..
- Language: English and French are the official languages of the United Nations.
- Language: For this assignment, fluency in English is required and working knowledge of French will be a distinct advantage..
Skills
- The Evaluator should demonstrate behavioural independence, impartiality, credibility, honesty, integrity, and accountability in evaluating to avoid bias in the findings.
- He/she must also address in the design and conduct of the evaluation, procedures to safeguard the rights and confidentiality of information providers.
