The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) supports projects to reverse the deterioration of the Earth’s stratospheric ozone layer and reducing consumption of high global warming hydrofluorocarbons (HFCs). It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by an Executive Committee (ExCom) with an equal representation of seven industrialized and seven Article 5 countries that are elected annually by the Meeting of the Parties. The Committee reports every year to the Meeting of the Parties on its operations, and it is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). The position is based at the Montreal duty station. Under the overall guidance of the Chief Officer and the supervision of a Senior Programme Management Officer, the incumbent is responsible for contributing to the technical viability and environmental soundness of proposed country programmes/strategy, multiyear projects and activities to phase out/down controlled substances used in various industrial sectors, to prepare and follow up on the respective progress, to review and analyze the Country Programme Data submitted by Article 5 countries, to review and update the business plans and to prepare relevant documentation on the progress reports submitted by the bilateral and implementing agencies, the incumbent will perform the following functions:
Responsibilities
1. Project review: a) Review consumption data, the technical viability, cost and environmental soundness and carry out quality control of the incoming projects submitted for the consideration of the Executive Committee by bilateral and implementing agencies for consistency with the objectives of the Montreal Protocol as well as with the policies and guidelines of the Executive Committee; b) Prepare comments to the bilateral and implementing agencies to address technical, cost and policy issues identified in the review of incoming projects submitted, and if and when required participate in consultations with bilateral and implementing agencies to resolve those issues; c) Prepare draft pre-session documents on the projects reviewed, including recommendations, as well as project summaries and any other relevant information for the supervisor’s review following the Secretariat standard formats for documents; d) Prepare worksheets with consumption and cost data and undertake data analysis related to projects reviewed and to policy documents when required, provide inputs where required with a view to improving the quality of the project submissions, following existing policies and guidelines of the Executive Committee and ensure consistency of data collected and submitted by implementing Agencies during the project review through cross reference checks with existing Multilateral Fund databases and other submissions; e) Participate in the discussion of project review issues and related policy issues by providing suggestions on project review approaches for phasing out/down the use of controlled substances. 2. Data analysis and management: a) Review data for the preparation of the annual progress reports of the Multilateral Fund submitted by the bilateral and the implementing agencies, identify implementation delays, review status of implementation of project related decisions of the Executive Committee, verify and resolve data inconsistencies between the progress reports, project completion reports and the Inventory of Approved Projects, analyse the statistical data in progress reports and prepare comprehensive summary tables and graphs for the supervisor; b) Verify and consolidate information received from reports on the implementation of country programme data submitted by Article 5 countries, review the data against data reported by Parties under Article 7 of the Montreal Protocol, identify any discrepancies and reconcile the two sets of data; c) Extract, review, and validate data from the knowledge management system and extract necessary dashboards for categorizing data in easily accessible format to relevant stakeholders; d) Under the supervision of the Programme Officer, update and implement guidelines for business planning including reporting formats and monitoring and provide inputs on assessment of agency performance indicators; review the accuracy of the financial data and substantive information submitted against objectives of the Montreal Protocol and decisions of the Executive Committee and address data inconsistencies; e) Update financial data and substantive information on implementation of multi-year agreements, monitor remaining funding eligibility for Article 5 countries and the implementation of project approvals; f) Prepare the list of completed projects with funding balances submitted by bilateral and implementing agencies, verify and consolidate the financial data contained in the reports and provide summary tables with the funding balances to be returned to the Multilateral Fund. g) Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. 3. Participation at meetings of the Executive Committee, and meetings with bilateral and implementing agencies: a) Prepare presentations related to project documents as required in consultation with the supervisor; b) Participate in the meetings of the Executive Committee; c) Perform any other duties that may be required.
