Result of Service
The Climate Change Mitigation and Emissions Analysis Consultant will benefit from her/his extensive local network in functioning as a liaison between the stakeholders in Georgia and the UNEP project team. The local data gathering process will rely largely on the network of the local consultant and their efforts to undertake interview, gather documents and databases, and the like. She/he will support the data gathering and advise on the mapping of local stakeholders. Finally, she/he will provide technical inputs to the various deliverables. The ultimate result of the services is the effective technical and coordination support necessary for the successful delivery of Outputs 1, 2, 3, and 6 of the project. This includes the provision of complete, accurate datasets; the facilitation of engagement with national stakeholders; and the timely organization of workshops and consultations required for activities under the project in Georgia. Specifically, the consultant will deliver:
- Data inputs for sectorspecific baseline emission intensities and other supporting information required under Output 1.
- Datasets and stakeholdervalidated inputs for the development of Marginal Abatement Cost Curves (MACCs) under Output 2.
- Data gathered under Output 3, including input from stakeholders.
- Support for communication and logistics, including organization of meetings, facilitation of stakeholder engagement, and provision of translation as needed throughout the project period.
- Support in organization of the dissemination workshop and a detailed workshop report, as required under Output 6. Work Location Tbilisi, Georgia Expected duration Part-time / 7 months Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Copenhagen Climate Centre is supporting the Ministry of Environmental Protection and Agriculture of Georgia (MEPA) in developing sectorspecific baseline emission factors (Output 1), Marginal Abatement Cost Curves (MACCs) (Output 2), a climate project pipeline (Output 3), and a technology needs and availability assessment (Output 4). The project additionally covers stakeholder engagement (Output 5) and final reporting and dissemination activities (Output 6). To deliver Outputs 1, 2, 3, and 6, support from a local Climate Change Mitigation and Emissions Analysis Consultant is required. Working under the direct supervision of the UNEP Project Manager, the consultant will assist the UNEP team in data collection, stakeholder engagement, technical inputs, and logistical support required for the development of baseline emission factors, MACCs, the climate project pipeline, and final dissemination activities. The local consultant will be responsible for collecting data, engaging with national stakeholders, and organizing workshops and meetings to support UNEPCCC across Outputs 1, 2, 3, and 6. This includes liaising with sectorspecific government agencies to ensure the completeness and accuracy of information, as well as reaching out to public stakeholders to encourage their productive participation in the project. The consultant will remain available to validate collected data during workshops and serve as the main incountry contact point for coordinating all engagement activities. Her/his tasks will include contributing to the data collection for the development of sectorspecific baseline emission factors, for the creation of Marginal Abatement Cost Curves (MACCs), and for the preparation of a climate project pipeline aligned with national priorities. The consultant will also support the identification of sectorlevel mitigation options and help validate these options with stakeholders through targeted consultations, ensuring their practical feasibility and alignment with national priorities. The consultant will help identify relevant stakeholders for each output through a mapping process conducted with UNEP and MEPA. The role also involves logistical and communication supportsuch as organizing meetings and facilitating exchanges. Under Output 6, the consultant will assist in producing awareness materials and organizing the final dissemination workshop. Overall Objective is to support UNEP-CCC and the Ministry of Environmental Protection and Agriculture of Georgia in delivering Outputs 1, 2, 3, and 6 of the project by ensuring data collection, stakeholder engagement, technical inputs, and logistical support required for the development of baseline emission factors, MACCs, the climate project pipeline, and final dissemination activities.
- Quality of Data Collection: Evaluation of the completeness and accuracy of the collected data based on the predefined data request, including the level of detail and relevance to the project’s objectives. Evaluation of the quality and completeness of deliverables based on predefined criteria and feedback from UNEP-CCC and Government of Georgia.
- Stakeholder Engagement: Assessment of the effectiveness of stakeholder mapping, the establishment of contacts, and the depth of stakeholder consultations, including the diversity and relevance of stakeholders engaged.
- Timeliness and Responsiveness: Meeting deadlines for the submission of deliverables and responsiveness to feedback from UNEP-CCC and Government of Georgia, demonstrating reliability and project management skills
- Clarity and Usability of Reports: Evaluation of the reports’ clarity, coherence, and usefulness based on feedback from target users and stakeholders, ensuring the deliverables meet the project’s objectives. 1st deliverable Report with collected data, data sources and stakeholder consultations for the Activity 1.2 (Collect data and consult stakeholders to validate and fill gaps.) 2nd deliverable Report with collected data, data sources and stakeholder consultations for the Activity 1.3 (Develop and document sector-specific baseline emission factors consistent with IPCC guidelines.) 3rd deliverable – Report with collected data, data sources and stakeholder consultations for the Activity 2.1 (Identify and validate mitigation options for each sector.) 4th Deliverable – Report with collected data, data sources and stakeholder consultations for the Activity 3.1 (Conduct technical, financial, and environmental assessments of priority projects.) 5th Deliverable – Report with collected data, data sources and stakeholder consultations for the Activity 3.3 (Prepare detailed project descriptions including financial viability and co-benefits.) and Report on Dissemination workshop and on inputs provided to awareness materials for the Activity 6.2 (Develop awareness materials and conduct a dissemination workshop to share outcomes.) Deliverable reports should also contain the following information:
- Stakeholder mapping: a structured overview identifying key stakeholders, their roles, interests, and relationships relevant to the project
- Stakeholder consultation meeting notes: Concise documentation of discussions with key stakeholders, capturing key insights, concerns, decisions, and agreed next steps
- Workshop summary notes: Synthesized highlights from workshops, including main themes, participant inputs, outcomes, and actionable recommendations. Specific tasks and responsibilities under Outputs 1, 2, 3 and 6 include: Output 1 SectorSpecific Baseline Emission Factors Under Output 1, the Climate Change Mitigation and Emissions Analysis Consultant will lead the collection of activity data required to estimate sectorspecific baseline emission factors.
