Duties and Responsibilities

UN Environment Programme implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices. OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories). An OGMP 2.0 Senior Upstream Expert with expertise in methane detection, quantification and mitigation in oil & gas upstream assets is needed to support the engagement of upstream companies in the Partnership and to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO and to OGMP 2.0 member companies. The Consultant (OGMP 2.0 Senior Upstream Expert) will work with the OGMP 2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting. They will rely on their knowledge of technologies and methods to quantify methane emissions. They will also contribute to the work of technical task forces on the development of technical guidance documents; guides on implementation, uncertainty and reconciliation; and on methane detection, quantification and mitigation technologies and methodologies. They will support with the review and feedback of the implementation plans submitted by companies and will provide technical feedback to assist their reporting. They will support the data analysis team with measurement and industry expertise. The consultant will report to the OGMP Manager. The consultant will perform the following tasks: Lead the engagement of upstream companies from MENA, Africa and West Asia regions into the Partnership. They will organize technical calls with upstream members and potential members throughout the year to advise and support them on technical topics, They will be the primary point of contact for selected OGMP 2.0 companies from the upstream segment. Provide guidance and work closely with OGMP2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting relying on their knowledge of technologies and methodologies to quantify methane emissions while reducing uncertainty and ensuring the completeness of the data reported. Lead the OGMP 2.0 assurance work to develop further documentation to support verification of reported data. Qualifications/special skills

Advanced university degree (master’s degree or equivalent) in environmental, sciences or engineering relevant field. PhD is an asset A first university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least ten years of relevant work experience in the oil and gas sector, in emissions detection and quantification methodologies and technologies, and mitigation of methane emissions is required Strong quantitative skills and experience in performing rigorous analyses and summarizing technical data for a variety of audiences are desirable Understanding of oil and gas equipment, facilities, and operations for one or more segments of the oil and gas value chain; deep knowledge of upstream installations, specifically, is required Demonstrated expertise with methodologies and technologies for the detection, quantification and mitigation of methane emissions within the O&G industry is required Experience / knowledge of remote sensing and site level measurement (including top-down) technologies is required
