Le poste est base a Conakry, Guinee PATH recherche un(e) Conseiller/ere national/e en appui institutionnel pour le projet mondial Atteindre chaque communaute et menage a risque avec des services antipaludiques (REACH Malaria), finance par le gouvernement des Etats-Unis. REACH vise a fournir des services de soutien a la mise en uvre et une assistance technique aux pays afin daccelerer les progres dans la prestation complete des services antipaludiques dans les etablissements et au niveau communautaire, y compris la prise en charge des cas de paludisme, la prevention du paludisme pendant la grossesse, la chimioprophylaxie saisonniere contre le paludisme, la sante communautaire, ainsi que la collecte et lutilisation des donnees pour la prestation des services. De plus, en Guinee, le champ daction de REACH Malaria inclut des activites de sante maternelle, neonatale et infantile (SMNI) integrees. Le/la Conseiller/ere national/e en appui institutionnel sera supervise/e par le/la Conseiller/ere Technique principal/e en SMNI de PATH a Conakry et fera partie du consortium elargi REACH Malaria dirige par Catholic Relief Services (CRS) en Guinee. Le/la Conseiller/ ere national/e en appui institutionnel est responsable de fournir un soutien direct et de renforcer les capacites de la Division Nationale de la Sante Familiale et de la Nutrition du ministere de la Sante, afin de garantir la mise en uvre d’approches fondees sur levidence a l’echelle nationale et plus particulierement dans les prefectures ciblees par le projet : Boke, Kindia, Labe et Conakry, pour ameliorer la qualite des services de nutrition et sante maternelle, neonatale et infantile. PATH recherche une personne tres motivee, possedant de solides competences cliniques et en sante publique, en sante maternelle, neonatale et infantile et en nutrition (SMNI-N), ainsi qu’en formation et accompagnement des prestataires de soins et en renforcement des capacites institutionnelles. Responsabilites: Fournir un soutien technique et strategique a la Division de la Sante de la Famille et de la Nutrition afin de renforcer leur capacite institutionnelle, de consolider la coordination des programmes et de garantir que les politiques et strategies nationales en matiere de sante maternelle, neonatale et infantile et nutrition (SMNI-N) soient mises en uvre efficacement. Fournir des conseils techniques de haut niveau a la Division sur le developpement des politiques, la planification strategique et la mise en uvre des programmes pour la SMNI-N, y compris la formation des prestataires de soins de sante, le renforcement des soins et du systeme de reference pour les urgences obstetricales et neonatales, les revues des deces maternels et perinataux, etc. Appuyer la conception, le suivi et levaluation des strategies nationales SMNI-N, en veillant a leur alignement sur les meilleures pratiques mondiales et sur les priorites sanitaires nationales de la Guinee. Renforcer les systemes institutionnels de collecte, danalyse et dutilisation des donnees afin daider la Division a prendre des decisions fondees sur levidence. Maintenir une communication de qualite entre la Division et le projet contre le paludisme REACH, et contribuer a la planification, a la supervision et au suivi conjoints du projet. Faciliter la coordination entre le ministere de la Sante, les partenaires de developpement, les ONG et les parties prenantes communautaires afin dassurer une execution des programmes harmonisee et efficace. Encadrer et renforcer les capacites du personnel national en gestion de programmes, analyse de politiques et planification basee sur les resultats. Competences et Experience Requises: Diplome medical/clinique avec expertise en sante publique, politiques de sante, nutrition ou domaine connexe, ou qualification equivalente 5 a 10 ans dexperience professionnelle de plus en plus responsable, notamment dans les domaines de la programmation SMNI-N. Experience de travail avec le personnel du ministere de la Sante et bonne connaissance des systemes et programmes de sante en Guinee. Un bilan demontre de renforcement des capacites institutionnelles et de mentorat et de supervision pour renforcer les services de sante, y compris la formation aux approches damelioration de la qualite. Capacite a voyager pour une estimation de 30 a 40 % du temps. ——————————————————————————————————————————– This position will be based in Conakry, Guinea PATH seeks a National Institutional Support Advisor for the United States Government (USG)-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), community health, and data collection and use for service delivery. Additionally, in Guinea, the REACH Malaria scope includes integrated maternal, newborn and child health (MNCH) activities. The National Institutional Support Advisor will report to PATHs Senior MNCH Technical Advisor in Conakry and will be part of the broader REACH Malaria consortium being led by Catholic Relief Services (CRS), while being based at the Ministry of Health (MOH) in Guinea. The National Institutional Support Advisor is responsible for providing direct support to and building the capacity of the National Division of Family Health and Nutrition of the MOH, to ensure that evidence-based approaches are implemented nationwide and more specifically, in the projects target prefectures of Boke, Kindia, Labe and Conakry, to improve the quality of nutrition and maternal, newborn and child health services. PATH is seeking a highly motivated individual with strong clinical and public health skills in Maternal, Newborn and Child Health and Nutrition (MNCH-N), training and coaching of health providers, and strengthening institutional capacity. Responsibilities: Provide technical and strategic support to the Division of Family Health and Nutrition to strengthen their institutional capacity, consolidate program coordination, and ensure that national MNCH-N policies and strategies are effectively implemented. Provide high-level technical advice to the Division on policy development, strategic planning, and program implementation for MNCH-N including training of health providers, strengthening of care and referral of obstetric and newborn emergencies, maternal and perinatal death reviews, etc. Support the design, monitoring, and evaluation of national MNCH-N strategies, ensuring alignment with global best practices and Guineas national health priorities. Strengthen institutional systems for data collection, analysis, and usehelping the Division make evidence-based decisions. Maintain quality communication between the Division and the REACH malaria project, contribute to joint planning, supervision and monitoring of the project Facilitate coordination between the Ministry of Health, development partners, NGOs, and community stakeholders to ensure harmonized and efficient program delivery. Mentor and build the capacity of national staff in program management, policy analysis, and results-based planning. Required Skills and Experience: Medical/Clinical degree with expertise in Public Health, Health Policy, Nutrition, or a related field, or equivalent qualification 5 to 10 years of progressively responsible work experience, particularly in the areas of MNCH-N programming. Experience working with Ministry of Health personnel and good knowledge of health systems and programs in Guinea. A demonstrated track record of building capacity in institutional settings and providing mentorship and supervision for strengthening healthcare services, i.e., training in quality improvement approaches. Critical thinking and troubleshooting skills to facilitate program implementation. Computer skills, including demonstrated hands-on experience with MS Suite-Word, Excel, PowerPoint.
