Full Job Description

Job Type: Regular Overview The Manager, Security Services is responsible for physical security and Emergency Management and Safety across all RAND locations. The Security Services program includes general plant protection, emergency response, access control, fire and intrusion detection, and video surveillance systems augmented by a contract security officer force. The Manager, Security Services advises the company on regulatory compliance with federal, state, and local regulations, including those promulgated by NISPOM Rule, ICDs, FIPS, 5200.08 Volume 3, OSHA, and EPA. This position requires 100% in office support. Duties and Responsibilities The Manager of Security Services provides administrative and management oversight in planning, coordinating, and managing the physical security and Emergency Management and safety operations across all RAND locations. Advises decisions on enterprise classified space and site construction management. Leads the construction of SCIFs, SAPFs and Open Storage areas. Develops position requirements, interviews, recruits, and supervises assigned employees. Ensures the training and development of direct reports to satisfy operational requirements. Reviews performance of staff and recommends promotion and disciplinary actions when appropriate. Develops and manages a 24/7 robust security program that encompasses all functions and elements of physical security. The security program includes general plant protection, extensive use of electronic access control, fire, intrusion detection, and video surveillance systems and augmentation of assigned staff by a contract guard force. Responsible for advising the company on regulatory compliance with the NISPOM Rule, ICD 705 Technical Specifications, DoD 5200.08 Volume 3, EPA, OSHA, State and local Safety and Emergency management regulations and requirements Manages a multi-million Security guard force contract. Security responsibilities encompass compliance with all pertinent aspects of the National Industrial Security Program (NISP), special security programs, other government regulatory agencies in consonance with technical projects and operations; maintains liaison with law enforcement and security and regulatory elements of government agencies. Participates in recurring government and corporate audits of security activities. Maintains a physical security program to pass government security inspections. Manages the Visitor access control systems – Envoy. Oversee the billing and PO process for all Alarm, Access Control and Guard Services contracts. Work with other organizations within RAND to achieve operational success Manages Badging for all facilities, to include WO, PO, SM, Boston, UK and Australia sites. Ensures supplies are ordered and maintained. Ensures all assets are working properly and refreshed as required. Management Duties: In conjunction with the Executive Director and Chief Security Officer, determines staffing levels for security staff, interviews and hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary actions. Supervises the daily activities of assigned staff to ensure efficiencies in compliance with corporate, government, contractual, and legal requirements. Make decisions that are in the best interest of RAND Communicate with Senior level RAND leadership and Senior level government officials Must be knowledgeable of government regulations and provide advice to senior leadership and junior staff members. Manage budget as required and process billing and purchase orders as needed. Manage projects with coordination with Facilities, IT, IS, Project management and Program Security Develops and administers objectives, operating policies and procedures, budget, and strategic action plans for achieving goals. Assists in developing an annual business plan to include budgets and forecasts. Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews. Oversees the functions of the Physical Security, Emergency Management and Visitor Control specialists at multiple locations. Ensures timely and required data to be entered into Securitys current system of record accurately to support department functions and periodic reports to RAND management. Coordinates the collection and creation of monthly security metrics for RAND senior leadership. Acts as an advisor to management on security issues to ensure compliance of applicable government regulations. Provides advice and assistance to staff as well as to subcontractors on security matters. May assist in assessing contracts, task orders and Requests for Proposals for security implications and advises on the appropriateness, feasibility, impact, or applicability of the requirements. In coordination with the Emergency Management /Safety manager, supports the Executive Director and Chief Security Officer with business continuity program (BCP) and crisis management/incident command program for the company. Other duties as assigned. Basic Qualifications Strong computer skills in MS Word, Excel, and PowerPoint, SharePoint, Excel, MS Project as well as the ability to learn new computer applications Excellent written and verbal communication skills In-depth knowledge of the National Industrial Security Program Operating Manual (NISPOM) Rule, ICD, FIPS, DoD 5200.08 Volume 3 applicable government security regulations, laws, contractual requirements, OSHA and EPA regulations and other implementing guidance Experience with fiscal management and budgeting Knowledge and ability to use DISS database Requires excellent judgment, discretion and the ability to make decisions on a wide range of topics that affect the protection of national security information. Ability to work with minimal supervision Knowledge of Emergency Preparedness, Business Continuity and Disaster Recovery Must be familiar with the technical and operational aspects of alarms and Access Control requirements for classified environments Must be a subject matter expert in ICD 705 Technical Specifications and SAPF requirements Education High School diploma or GED required. BS/BA degree preferred. Experience At least 10 years of relevant experience required with High School diploma or GED, with 9 years of supervisory experience. At least 6 years relevant experience required with a BA/BS degree, with 9 years of supervisory experience. Security Clearance Must be able to obtain and maintain a Top Secret/SCI clearance. Location This position will be located in our one of our RAND office locations which include Santa Monica, Pittsburgh, or Washington D.C. Positions Open One Salary Range: $117,700 – $179,700 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidates work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RANDs sabbatic pay (which provides additional compensation above base pay when vacation is taken).
