Job Title: Programme Policy Officer (Nutrition) NOA Type of Contract / Grade: Fixed-Term, NOA Duration: 1 year renewable (upon confirmation of the probationary period) Duty Station: Manakara, Madagascar Vacancy Number: One (01) position Date of Publication: March, 3rd Deadline for Application: March 17th ORGANIZATIONAL CONTEXT This position is based in WFPs Field Office (FO) in Manakara and reports directly to the FO Head of Programme. The incumbent will provide broad support to the FO in all aspects of managing nutrition activities to ensure the implementation of WFPs Nutrition strategy in the office coverage area. He/she will support the Head of Programme in navigating the local context, including engagement with authorities, partners, and beneficiaries, and will advise on crosscutting, contextrelated issues. The Job Holder is expected to operate with a high degree of independence and to manage junior staff to ensure that programme and policy objectives are effectively achieved. JOB PURPOSE With technical background in Nutrition and/or Programme Management, the incumbent leads and managers the Field Offices Nutrition Team to ensure effective and efficient management and implantation of WFP programmes, strategies and activities. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. Other as required. OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers): Strategic Planning and Integration Define operational integration pathways (school feeding procurement, food fortification, nutritious crops, community assets), including linkages with social protection systems and local markets. Support the operationalization of the WFP nutrition response strategy in Madagascar in alignment with the policies and general orientations in nutrition defined by the WFP at the global level in its area of responsibility. Contribute to the preparation of reports on programs and activities enabling informed decision-making Partnerships and Capacity Building Strengthening collaboration with government technical services and NGOs Monitoring, Learning and Compliance Establish a Monitoring, Evaluation and Learning system with indicators, technical factsheets and data collection tools. Provide support for the establishment and capitalization of pilot projects for the use of local solutions within the framework of nutrition programs QUALIFICATIONS AND EXPERIENCE Education: Advanced University degree in Nutrition, public Health, Agriculture and agronomy Science, Food technology, Social Sciences, global/international health and nutrition, Policy and/or Management, Health sciences, or other health related sciences field. EXPERIENCE At least one (1) year, or more, postgraduate professional experience in humanitarian, nutrition development, or related field.
