Job Title: Programme Policy Officer (Agri.Assurance) NOA Type of Contract / Grade: Fixed-Term, NOA Duration: 1 year, renewable (upon confirmation of the probationary period) Duty Station: Antananarivo, Madagascar Vacancy Number: One (01) position Date of Publication: March, 3rd Deadline for Application: March 17th ORGANIZATIONAL CONTEXT The Programme Policy Officer (NOA) AgriInsurance will serve within the Programme team, under the direct supervision of the Head of the SAMS Resilience Component at the Country Office. The incumbent will receive technical support from the Climate Resilience team at the Regional Bureau (RBN) and from the ProC Unit (Climate and DRR) at Headquarters. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. THE ROLE To provide support to policy and programme activities that effectively meet food assistance needs. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance. Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. Other as required. OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers): 1. Coordination of MicroInsurance Activities Organize, coordinate, and manage the insurance component, particularly technical studies related to product development, demand analysis, and implementation. Support the design of the insurance component, including product development, insurance policies, distribution strategies, and education initiatives. Develop an integrated insurance strategy that complements other resilience tools (anticipatory actions, risk reduction, village savings and loans, livelihood diversification, market access, improved agricultural practices, financial inclusion), ensuring a progressive increase in cash contributions for premiums over time. Support the development of distribution strategies, including the selection of partners (insurers, distributors), training of stakeholders, and consumer education and protection activities. Build partnerships to strengthen the sustainability of the insurance component, particularly in distribution. Develop a monitoring and evaluation plan for insurance activities, incorporating best practices in impact evaluation design, with a particular focus on food security and the performance of risk transfer mechanisms. Contribute to the development of terms of reference and contracts for consultants, service providers, and insurers. Contribute to internal and external reporting on ongoing insurance activities. Ensure that all stakeholders have access to relevant information on the insurance component. Contribute to project design and proposal writing to secure funding for the integrated approach. 2. Climate Risk Financing and Partnerships Define and implement operational plans for climate risk financing initiatives in Madagascar. Ensure strong integration of microinsurance activities with broader climate risk management initiatives led by WFP and partners. Lead reporting, monitoring, and evaluation, including documentation of lessons learned and best practices from pilot initiatives and other climate risk management programmes. Coordinate the development and drafting of funding proposals for climate finance activities with selected partners. Explore additional opportunities for financing resilience and climate risk management activities. QUALIFICATIONS AND EXPERIENCE Education: Advanced University degree in Agriculture, Environmental Science, Economics, Social Sciences, International Affairs, or another field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.Experience: 1 year of post-graduate professional experience for candidates holding an advanced post-secondary education (Masters) 3 years of Post-graduate Professional Experience for first-level post-secondary education (Bachelors) Has gained practical experience in implementing technical programmes related to agriculture, insurance, climate resilience, or food security.
