Org. Setting and Reporting
These temporary positions are located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). These temporary positions are based in Port au Prince and are located in the Engineering and Facilities Management Section (EFMS). The FS-5 will report to the Chief of Unit or designated UN Officer.
Responsibilities
Within delegated authority, the Water and Sanitation Technician will apply technical knowledge and expertise in the performance of the following duties: Hydrology
- Locates viable water sources and abstraction points including surface (river, lake, steams) and ground water sources (wells, boreholes, infiltration galleries).
- Supervises drilling of wells and boreholes and construction of surface and subsurface water intakes. Pumps and plants
- Installs, maintains, water supply systems, water treatment plants, water storage facilities, pumps, plants and controls panels of and other allied equipment.
- Installs, maintains, septic systems, sewerage network, sewage treatment plant, pumps, plants and controls panels of and other allied equipment.
- Coordinates scheduled maintenance on all the installations and equipment related to above.
- Performs emergency works and repairs of all above.
- Monitors the performance of water and wastewater equipment, facilities and infrastructure in the field including boreholes, pumps, main supply, storage tanks, distribution networks and sewage systems. Quality control/laboratory
- Performs daily chemical and bacteriological analysis of water and treated wastewater effluent. Plumbing and sanitation.
- Supervises works related to the installation and maintenance of sanitation facilities such as ablution units, field toilets, kitchens and laundries. General
- Monitors and ensures adequate stock levels of spare parts for water supply and sewerage works and controls panels as well as necessary tools and equipment, and provides lists of periodic requirements of same well in advance for the purpose of raising requisitions
- Consolidates results from daily chemical and bacteriological analysis of water and treated wastewater effluent in report form.
- Provides field based input for preparation of scope of works for water and wastewater systems.
- Initiates work orders as and when required.
- Coordinates work as necessary with engineering counterparts in specialized technical areas.
- Supervises outsourced contractors and individual contractors engaged for water supply, sanitation and wastewater works, ensuring compliance with technical specifications, quality standards, timelines, and UN safety requirements.
- Monitors contractor performance and deliverables; validates completion of works and services and provides technical input for certification of payments, variations and acceptance as required.
- Maintains operational trackers for water and sanitation assets (e.g., boreholes, pumps, tanks, distribution networks, septic systems and wastewater systems), including maintenance history, spare parts consumption and outage reporting; maintains trackers, maintenance logs and basic performance reports.
- Performs effective organization, supervision and completion of water and sanitation installation, maintenance and repair projects in a cost-effective and timely manner.
- Ensures that site safety procedures are known to personnel for the performance of their assigned duties.
- Performs other duties as required, including emergency call-out and standby duties. Competencies Professionalism: Demonstrates professional competence and in-depth knowledge of water and sanitation operations, engineering practices, including potable water production, storage and distribution systems (pumps, pipe networks, valves, tanks and fittings), disinfection/chlorination processes, and sanitation/wastewater systems (septic/soakage arrangements, holding tanks, drainage and related infrastructure). Applies relevant standards and safe work practices; conducts systematic troubleshooting, identifies root causes and implements practical corrective actions to restore services quickly and safely. Plans and executes preventive maintenance and inspection routines; maintains accurate records, logs and basic technical reports (e.g., breakdown analysis, maintenance history, spares usage). Exercises sound judgment in prioritizing urgent repairs, managing service disruptions and communicating technical constraints clearly to supervisors and stakeholders. Job – Specific Qualification Technical or vocational certificate in Water Resources, Water sample analysis installation, operation and maintenance of water equipment is desirable. Work Experience A minimum of eight (8) years of relevant experience in the field of Water and Sanitation is required. Experience in operating, maintaining, and repairing water supply, sanitation, and wastewater systems, including pumps, treatment units, distribution networks, sewerage systems, and wastewater treatment plants, is required. Experience in water quality monitoring and basic laboratory testing (chemical and bacteriological) and preparation of related reports is required. Experience in the use of Microsoft Office Suite, including Excel, Word, PowerPoint, Share Point and Microsoft Teams is required. Experience working in international operations and/or field missions in complex or post-conflict environments is desirable. Experience preparing technical inputs for scopes of work, work orders and maintenance plans, including spare parts forecasting is desirable. Experience with CMMS/asset management tools and/or data dashboards (e.g., Power BI) is desirable. Languages English and French are the working languages of the United Nations Secretariat.
