Job Purpose (Job Summary)
The Administrative and Finance Associate delivers quality services in administration and finance to internal and external clients mastering all relevant rules, guidelines, processes and procedures. Based in the Malabo, Equatorial Guinea Country Office and reporting to the Country Representative, s/he takes a client-oriented results-focused approach to interpreting rules and providing support and guidance to the CO and UNFPA-supported projects. Responsibilities include preparing and monitoring the administrative budget, managing recruitment processes, implementing corporate systems, reviewing charges for common services, and maintaining an effective financial recording and reporting system. This role supervises clerical and support staff.
You would be responsible for:
- Adapting processes and procedures, anticipating and managing operational requirements of programme/ project inputs under national execution in terms of personnel, sub-contracts, equipment, fellowships, study tours, and other programme and project-related events to facilitate programme/ project delivery.
- Preparing and monitoring the administrative budget and ensuring financial transactions are in accordance with UNFPA financial rules and procedures. Proposing procedures to improve internal controls and efficiency and respond to audit issues.
- Managing recruitment and selection process applying best practice HR tools and mechanisms, advising and briefing managers and project personnel on different types of contractual modalities, coordinating the performance appraisal process and advising on performance issues.
- Implementing corporate systems and applications in support of finance and human resource management and country office operations, creating systems and mechanisms for effective management of UNFPA resources, and advising and training project staff.
- Reviewing and preparing material for common system activities relating to common services and premises, cost recovery, privileges and immunities, entitlement and salary surveys, security etc.
- Maintaining an effective financial recording and reporting system, internal control and audit follow-up, and processing financial transactions in an accurate and timely way.
- Reviewing and monitoring charges for common services and cost recovery taking into account maximum cost efficiency and representing UNFPA’s interests in related negotiations and agreements.
- Monitoring the dashboard to ensure timely correction and serving as the focal point for completion of integrated accountability checklist.
Qualifications and Experience:
Education:
Completed Secondary Level Education required. First level university degree desirable.
Knowledge and Experience:
- Seven years of relevant experience in administration, finance or office management.
- Proficiency in current office software applications and corporate IT systems.
Languages:
Fluency in English and Spanish is required. French is also desired.
