Job Summary
The UN Office of the Victims’ Rights Advocate seeks a Programme Management Officer at the P-3 level for a temporary position in New York. Reporting to the Victims’ Rights Advocate/ASG, the incumbent will be responsible for coordinating activities related to budget and funding, participating in the development and implementation of office projects, supporting donor relations and fundraising efforts for the Trust Fund in Support of Victims of Sexual Exploitation and Abuse, preparing written outputs, and assisting with recruitment. This role requires a Master's degree, at least five years of experience in programme management or administration, and experience in social development or human rights.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (donor relations, work programme, programme budget, etc).
- Participates in the development, implementation and evaluation of projects undertaken by the Office, including the recruitment of consultants, procurement, and monitors and analyzes programme/project development and implementation.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Supports the Office’s donor relations and fundraising efforts, finds funding opportunities and submits proposals, manages partnership agreements, and oversight and reporting requirements.
- Supports the Senior Victims’ Rights Officers in the formulation of projects for submission to the Trust Fund in Support of Victims of Sexual Exploitation and Abuse.
- Liaises and coordinates with the Conduct and Discipline Service of the Department of Management, Strategy, Policy and Compliance in the preparation of project proposals for the Trust Fund.
- Prepares various written outputs, e.g., draft background papers, briefing notes, presentations to internal and external partners.
- Supports recruitment processes of the Office.
- Performs other duties as required.

Qualifications and Experience
Education
An advanced University Degree (Masters or Equivalent) in social science, public or business administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in the specified fields.
Work Experience
- A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
- Experience in social development, human rights, conduct and discipline or related field is required.
- Experience working in international donor relations, resource mobilization and trust fund management is desirable.
Languages
Fluency in English is required; and knowledge of French is highly desirable. Knowledge of another official United Nations language is an advantage.
Special Notice
This position is temporarily available for 364 days with possibility of an extension, subject to availability of funding.
