Full Job Description

Result of Service

  • The development of the spatial application based on an initial spatial information platform GRIP and its underlying database architecture, incorporating improved User Interface/User Experience (UI/UX) and geospatial functionalities following UN OICT- approved standards and technologies. 2. Full deployment of the spatial tool, comprehensive documentation, and building stakeholder capacity through targeted training to ensure effective use and data-driven decision-making.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. There is a need for UNEP to monitor and evaluate its relevance, effectiveness, efficiency, impact, and sustainability in the implementation of projects at a portfolio level to improve its performance. Further, it is necessary to quantify and communicate on-the-ground impacts of its work and spatial visualization on biodiversity and land degradation. Objectives: The GEF Biodiversity and Land Degradation Unit would like to recruit a Spatial Data Application Developer. The objective of the consultancy is to develop a spatially referenced database tool built on an initial spatial data platform (Geospatial Intelligence Results Platform GRIP), with full compatibility with UNEPs ICT software system protocols for the UNEP GEF Biodiversity and Land Degradation Units portfolio to enable a better understanding of the geographic context and spatial extent of project interventions, enhance monitoring and provide deeper insights into project impacts. The spatial tool will guide data-driven decision-making, facilitate coordination by helping partners identify synergies and avoid duplication, and serve as a secure hub for storing and sharing project-generated spatial data, ultimately improving the cost efficiency of data collection and enhancing collaboration across initiatives. Specifically, the consultant will develop for full operability, a spatial tool to service the GEF Biodiversity and Land Degradation global portfolio with: 1. A user information collection component, which will allow users to upload and manage their data within the tool; The GEF Biodiversity & Land Degradation Unit will integrate their data holdings and hosting requirements with UNEPs data management system. 2. A data analysis component, which will allow users to use their own and global datasets to report against indicators. 3. A visualization component, which will allow appropriate and useful visualization of data and indicators; and 4. A synthesis and reporting component, providing tailored reports specific to user requirements. Reporting lines: The consultant will work in collaboration with the Enterprise Solutions Section (ESS) Unit, Corporate Services Division under the direct supervision and overall guidance of the Programme Officer in charge of Knowledge Management of the GEF Biodiversity and Land Degradation Unit based in Panama City.

Qualifications/special skills

Education Qualifications: 1. An advanced degree in one of the following disciplines is required: Geographic Information Systems (GIS), Data Science/Analytics, Information and Communication Technology (ICT), Software Engineering, Computer Science, Engineering, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience in the required field may be accepted in lieu of the advanced degree.Work Experience: 1. At least 5 years experience related to database development and archiving, software systems analysis, design, and development is required. 2. Experience in geospatial information management with a strong background in data monitoring, reporting, and visualization for environmental or development programs is required. 3. High proficiency in at least four of the following: React, MS SQL, MySQL, ASP.NET, C-sharp, Java, Geographic Information System (GIS), PHP, JavaScript is an asset.
