Duties and Responsibilities

The Asia-Pacific region has experienced remarkable economic growth and dynamism; at the same time, it has also experienced significant demographic change, with declines in mortality and fertility, coupled with increases in longevity. Despite this progress, challenges remain, such as persistently high levels of poverty and inequality, large numbers of people working in the informal sector and high levels of maternal mortality among certain population groups. Moreover, climate change, natural disasters and digitalization have affected populations throughout the region. ESCAP produces key knowledge products that present data and information on demographic trends and their impact on social and economic development to inform policymaking. In this context, the 82nd session of the Commission in 2026, as decided by the Commission at its 81st session in 2025, will focus on the theme Leaving no one behind: Advancing a society for all ages in Asia and the Pacific. To support deliberations, ESCAP will publish a theme study that explores the demographic transition across countries in the region, youth employment, ageing, intergenerational solidarity and womens economic empowerment. The report will be well-structured with an appealing layout, with key messages set apart from the main body of the text that makes the reader want to read more. It will contain the latest data and information, which will be presented through infographics and data visualizations to communicate key trends and policy messages. Additionally, ESCAP produces core knowledge products that provide timely and accessible demographic information. One such product is the ESCAP Population Data Sheet, which provides key population indicators and visualizations from across countries in the region and serves as a widely used reference for policymakers, researchers and development practitioners. Moreover, in 2002, United Nations Member States adopted the Madrid International Plan of Action Ageing (MIPAA), a global action plan to build societies for all ages. MIPAA complements the 2030 Agenda for Sustainable Development by providing concrete policy measures to ensure older persons are not left behind. It is structured around three priority directions: (a) older persons and development; (b) advancing health and well-being into old age; and (c) ensuring enabling and supportive environments. Governments have primary responsibility for MIPAA implementation, but the Plan calls for effective collaboration with civil society, older persons organizations and international agencies. MIPAA is reviewed at national, regional and global levels every five years. As per GA and ECOSOC resolutions, the regional review and appraisal will take place in Asia and the Pacific in mid-year 2027. To support the above efforts, ESCAP seeks the services of an individual contractor with expertise in visual storytelling, publication layout and data visualization to enhance key publications and communication materials, ensuring clarity, accessibility and engagement for both print and digital dissemination.
