Org. Setting and Reporting
OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position is located in the Information Management Unit of OCHA Regional Office for Asia and the Pacific (OCHA ROAP), based in Bangkok, Thailand. (OCHA ROAP), of which its objective is to provide all related Information Management services, both through remote support and physical deployment, to all OCHA offices across the Asia Pacific region. The incumbent reports to Regional Information Management Officer, OCHA ROAP.
Responsibilities
Under the direct supervision of the Regional Information Management Officer, and overall supervision of the Head of Office, the incumbent is required to perform the following functions: Databases & Data Analysis:
- Support coordination and monitoring of data collection and analysis activities, especially sectoral data (e.g. 5W – Who does What Where and When), assessment data, disaster data, vulnerability and other operational datasets.
- Serves as a focal point to maintain Common Operational Datasets (CODs), vulnerability data, hazard data, and other relevant datasets.
- Support team members with data cleaning from primary or secondary sources and maintaining databases/data systems.
- Support team members with document requirements, background information and methodology used for information management activities.
- Perform data analysis and contribute to situation updates, needs analysis reports, response plans, contingency plans and monitoring reports.
- Design, develop and manage the content of databases, spreadsheets and other data collection tools.
- Perform the analysis of location specific datasets.
- Develop, maintain and share key coordination tools such as contact lists, mailing lists, events calendars etc. Data Visualization:
- Design and develop information products such as infographics, snapshots, maps, charts etc by turning data into graphical products to convey messages and a storyline while adhering to OCHA standards.
- Develop and maintain online interactive dashboards and online data services independently.
- Contribute to develop advocacy materials including posters, presentations and other visual materials.
- Supports the production and updating of map products and online services. Assessments/Surveys Analysis:
- Support coordination of the information management components of the needs assessment and survey data collection initiatives.
- Design and develop data collection and survey tools including KoBo toolbox for needs assessment and other surveys.
- Support assessments and needs analysis initiatives and contributes to needs assessment reports.
- Design and develop analytical dashboards of assessment/survey results. Web Services:
- Maintain relevant online platforms and services independently.
- Support content management of the relevant web platforms, undertake quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards. Other functions:
- Serve as a focal point ensuring appropriate dissemination of meeting minutes, assessment reports and other information products to relevant partners.
- Support organizing and managing coordination meetings.
- Provides information management support during emergencies, including sudden-onset crises or corporate humanitarian response operations, through both on-site and remote support.
- Contribute to the search for approaches and methods that will lead to innovative data products.
- Any other duties may be requested by the Head of Office and Head of the Information Management Unit. Competencies

Education A first-level university degree in computer science, data science, analytics, information management, information science, information systems, information technology, geographic information systems or a related field is required. Job – Specific Qualification Masters degree or equivalent in computer science, data science, analytics, information management, information science, information systems, information technology, geographic information systems or a related field is desirable. Work Experience A minimum of 2 years (or no experience if graduated with advanced university degree) of experience in applied analytics, business intelligence, information management, GIS and mapping, information systems, information technology, data management, data visualization or is required. Experience with managing information in disaster response or complex emergencies or disaster preparedness is required. Experience in information management in natural disaster response and preparedness in Asia-Pacific region is required. Experience in using data to advance decisions, strategies and execution is required. Experience in Advanced Excel, Power BI, Illustrator and KoBo toolbox is desirable. Experience in the United Nations Common System or international organizations is desirable. Languages English and French are the working languages of the United Nations Secretariat.
