Full Job Description

Org. Setting and Reporting

These temporary positions are located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is based in Port au Prince and is located in the Engineering and Facility Management Section. The Administrative Officer reports directly to the Chief Engineering and Facilities Management Section (P-5) or designated officer.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties: Human Resource Management

  • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, training etc., ensuring consistency in the application of UN rules and procedures.
  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance
  • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Engineering and Facilities Management Programme Budget and allotments issued.
  • Monitors and reviews the work programme and budget by conducting regular reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
  • Defines requirements and work with Engineering and Facilities Management Units with respect to improving budget reporting systems and cost effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Develops, maintains and monitors budget execution tools for the Engineering and Facilities Management Section, including tracking dashboards, expenditure forecasts and Power BI financial dashboards to support management decision making and reporting.
  • Leads monthly/quarterly budget reviews with Engineering units; prepares analysis on commitments, obligations, expenditures and burn rates; and proposes corrective actions, as required.
  • Supports preparation of budget submissions and revisions, including supporting documentation, justifications and reconciliation of financial data with programme plans. General Administration
  • Oversees Engineering and Facilities Management work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Reviews adequacy of departmental space requirements.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Tracks and coordinates all audit and oversight requirements (e.g., internal controls, OIOS/BOA or other reviews), maintains an audit action register, and monitors timely implementation and closure of recommendations.
  • Creates and manages Microsoft-based trackers (e.g., Microsoft Lists/SharePoint/Excel trackers) for procurement actions, contract deliverables, service requests and unit performance indicators; ensures data integrity and timely updates.
  • Produces periodic management reports that consolidate key operational and performance data, including workplan delivery, budget execution, procurement status, audit actions and key performance indicators.

Education Advanced university degree (Masters degree or equivalent degree) in business or public administration, finance, accounting, law or related area. Work Experience A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, project management or related field is required. Experience in budget monitoring, periodic budget reviews and budget preparation, including expenditure analysis, forecasting and financial reporting is required. Experience in tracking and coordinating oversight/audit actions, including follow-up, reporting and closure monitoring is required. Experience in developing and managing Microsoft-based trackers (e.g., advanced Excel tracking, SharePoint lists or Microsoft Lists) or equivalent is required. Experience working with data analytics and visualization tools and developing data analytics and visualization reports and dashboards is desirable. Experience working in a field mission and/or international organization in a complex operational environment is desirable. Experience supporting engineering, facilities management, logistics or other technical sections is desirable. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system, for finance, procurement and/or human resources is desirable.
