Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk, working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disaster risk and to ensure synergies among the disaster reduction activities of the United Nations. Specifically, UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports local and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk. The consultant will lead technical support for Comprehensive Risk Management and DRR-Climate Action (including mitigation, climate change adaptation and loss and damage) integrated planning interventions in the scope of the regional project. The consultant will be home-based and will report to the Regional Project Coordinator in the UNDRR Regional Office for Europe and Central Asia, in coordination with the UNDRR National Officers in the project countries and relevant UNDRR portfolio leads, and in close collaboration with national, international and UN partners. The consultant will support project interventions geared to enhance the understanding of the integration of DRR- and climate action integration at country and regional levels and reinforce the attention to integration in the implementation of existing DRR and climate action and relevant frameworks and policies. This work will be closely tied to the DRR financing support provided to project countries and the activities therein. The consultant will undertake a desktop research, data and policy analysis of the state of DRR and climate action integration in the project countries to provide an overview, mapping and gap analysis, building on existing materials and recent findings such as the UNDRR regional Coherence Pathways report of 2025. The consultant will support and facilitate the organization of national participatory exchanges, contributing to a national assessment of comprehensive risk management in at least 2 of the project countries, capturing concrete measures towards greater integration, including through national DRR strategic frameworks and National Adaptation Plans, and the linkages to national DRR financing and risk-informed investments. Finally, the consultant will substantively support a regional meeting led by DPPI-SEE in addressing the regional synergies and alignment around DRR and climate action, in view of drawing recommendations and joint actions to strengthen regional cooperation around this workstream.

Qualifications/special skills

An advanced university degree (masters degree or equivalent) in sustainable development, climate and climate finance studies, disaster risk management, environmental studies, or relevant areas is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of working experience in the field of disaster risk management, climate change adaptation and climate finance, or related fields is required. Experience in engaging with and coordinating stakeholders in a political setting is desirable. Experience in policy processes around DRR/civil protection and climate change adaptation in the Western Balkans and the European Union/Eastern Neighbourhood is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in English is required. Fluency in Albanian, Serbian and Macedonian is desirable.
