Full Job Description

Org. Setting and Reporting

The position is located in the United Nations Military Observer Group in India and Pakistan (UNMOGIP), Islamabad. This position supervises Unit Chiefs of the Supply Chain Management and Service Delivery, Transport, and Centralized Warehouse Unit and reports to the Chief Mission Support. He/She is responsible for the overall management of service delivery, supply chain, transport and warehousing services to all Mission components through planning, coordinating and service delivery including management of staff, assets and budgetary resources assigned to the relevant Fund Centers.

Responsibilities

  • Management, Planning and Coordination of Supply Chain & Service Delivery, Transport and Warehousing Activities The post will supervise Units chiefs and team leaders , who are in charge of technical, operational, and logistical units both in supply chain management and service delivery (engineering and facility maintenance unit, life support , property management, centralized warehouse, and transport). Oversees allocation and control of all supplies received, stored in warehouse and distributed by the mission in HQ and Field stations. Supervises Receiving and Inspection (R & I) activities and reports for submission to Procurement Unit. Manages and provides operational and policy guidance in all supply chain and service delivery functions to his/her staff and the CMS as required. He/She will also ensure compliance with policies, rules, SOPs and will provide technical responses to OIOS and BOA audits. The incumbent will chair or be a member of technical and operational committees. Participates in the mission planning process throughout the mission lifecycle. Develops the supply chain and service delivery workplan and manages the performance of the teams by setting and monitoring KPIs. Coaches, mentors and assist staff under his/her supervision with their professional development. Develops and implements a service optimization programme to promote continuous improvement in the quality and delivery of supply chain management activities to mission clients, particularly related to the accurate recording of mission material and disposal thereof. Conducts a regular review of critical and key supply chain and broader mission processes to identify and resolve bottlenecks, delays and inefficiencies. Plans, monitors, and coordinates the integrated supply chain processes including demand planning, acquisition, inventory management, warehousing, distribution, and asset disposal in liaison with Procurement & budget. Leads or participates in mission planning processes and supply chain reviews to ensure effective delivery of support services. Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required. Plans the implementation of effective service delivery and ensures forecasting and resourcing of goods and services. Engages in the solicitation exercises for the contracting of services and the purchases of goods and materials. Engages in the leasing of facilities and the provision of services to agencies, funds and programs on a cost recovery basis. 2. Data Analysis, Reporting, Performance Monitoring and Compliance Manages data and reporting for supply chain management and service delivery metrics and ensures that all processes and systems in place and cost effective. Collaborates with stakeholders to ensure implementation of end-to-end supply chain programme, through final disposal and deactivation, physically and in the ERP (Umoja). Reviews contractor performance data and prepares service evaluations and coordinates with technical units and contract management teams to address service gaps. Prepares compliance documentation, inventory reconciliations, and reports for mission leadership and in compliance with UN Financial Rules and Regulations (FRR). 3. Operational Support to Field Missions or Locations Provides direct or indirect technical and logistical support to field offices or remote locations in the implementation of logistics operations, including asset handovers, relocations, and infrastructure transition. Coordinates with field offices, conducts site visits and virtual assessments and Drafts operational instructions and support plans. 4. Coordination of Environmental and Waste Disposal Processes and OSH Risk measures Environmentally responsible waste management and disposal operations in accordance with UN policies by working with environmental officers and engineering staff. Plans and monitors hazardous and general waste disposal. Carries out other duties as assigned.

Education

Work Experience

A minimum of (10) ten years of progressively responsible experience in supply services, service delivery, administration, logistics, engineering, project management or related area is required. The minimum years of relevant experience is reduced to (05) five years for candidates who possess a first-level university degree.
